Supply and delivery of natural gas for European Parliament buildings in Strasbourg.
Section III: Legal, economic, financial and technical information
the European Parliament requires tenderers supplying natural gas to have authorisation to supply natural gas in compliance with Article L.443-1 and in accordance with the Energy Code. This authorisation must be submitted with the tender.
Multiple framework contracts with reopening of competition will be signed with all the selected tenderers.
Multiple framework contract: if awarded the contract, a 1-year framework contract, which may be renewed up to 3 times, will be signed with each tenderer who complies with the exclusion and selection criteria and proves that he has all the necessary authorisations, in compliance with Article L.443-1 and in accordance with the Energy Code.
Reopening of competition: for a specific order, all the economic operators that signed a framework contract with the European Parliament will be invited to submit a price offer which will be assessed on the basis of the award criteria. At the end of this stage, a specific supplies contract, with a duration of 1 year, will be signed with the contractor submitting the lowest price offer. The European Parliament will reopen competition each year.
