Norfolk County Council is seeking to appoint a sole provider to a framework to provide MIRS to Norfolk County Council employees living and working across Norfolk.
Payment will be on a pay as you go basis. It is expected that the duration of the contract will be for 3 years, plus, subject to funding and performance, a further 2 years.
The successful provider would be expected to provide services to employees, either in the direct employment of Norfolk County Council or employed by organisations who use Norfolk County Council Support Services. These services would include (but are not limited to) treatment and rehabilitation of injuries, functional evaluations, workplace assessments and workstation (DSE) assessments. Services will be delivered remotely (by internet and telephone), at the providers site, at associate practitioners" sites, or Council sites, as appropriate.

The proposed procurement exercise is for services specified in Part B of Schedule 3 of the Public Contracts Regulations 2006 (Part B services). Accordingly, the Public Contracts Regulations 2006 (as amended) only apply in part. Any procurement exercise will be conducted in accordance with the information carried out in the procurement documents.
The Authority has considered (pursuant to the Public Services (Social Value) Act 2012) whether to explicitly seek social value through this procurement, but has decided, in light of the value and the subject matter, that it is not appropriate on this occasion. The Authority has also concluded that it is not necessary to consult about social value in this instance.
