Design and Construction of Elevated Viaduct, Six (6) Elevated Metro Rail Stations viz Pul Bogda (a Passenger Interchange station between purple and red line), Aishbagh, Sindhi Colony, DIG Bungalow, Krishi Upaj Mandi and Karond and Two ramps between Chainages 27+000 & 28+375 and 31+765 & 36+139” for Bhopal Metro Rail Project.

Madhya Pradesh Metro Rail Corporation Limited (“MPMRCL”- “the Employer”) invites online open e-tenders from eligible applicants of all countries, who fulfil the criteria stipulated in Eligibility cum Qualification Criteria, for the Tender Package BH-03: Part Design and Construction of Elevated Viaduct, Six (6) Elevated Metro Rail Stations viz Pul Bogda (a Passenger Interchange station between purple and red line), Aishbagh, Sindhi Colony, DIG Bungalow, Krishi Upaj Mandi and Karond and Two ramps between Chainages 27+000 & 28+375 and 31+765 & 36+139” for Bhopal Metro Rail Project.
Section III: Legal, economic, financial and technical information
The tenderers will be qualified only (either as a sole bidder or in JV/Consortium) if they satisfy the minimum eligibility criteria (a) or (b) or (c) and (d) as given below within the past Seven (07) years ending on the Credential Cut-Off Date.
a) At least one “Similar Work-1” of value of INR 518 Crores or more
b) At least two “Similar Work-1” each of value of INR 324 Crores or more
c) At least three “Similar Work-1” each of value of INR 259 Crores
d) At least one “Similar Work-2” of value of INR 120 Crores or more
In case of JV/ Consortium, the other partner(s) (other than Lead Partner) must have executed “Civil Construction Work” from one contract of minimum INR 259 Crores.
If any of “Similar Work-1” under criteria (a) or (b) or (c) above have been done by foreign partner/ entity in its home country then in addition to this(these) work(s), the foreign partner/ entity must have done at least one “Similar Work-1” equal to or more than INR 259 Crores outside the country of the foreign partner/ entity also
“Similar Work-1” for this contract shall mean the contract for construction of Elevated Metro Rail Viaduct / Bridges / Flyover (excluding approaches and embankments) having pre-stressed concrete superstructure, which may include Elevated Metro Rail Stations, in urban environment.
“Similar Work-2” for this contract shall mean the contract for Construction of at least two (2) Elevated Metro Rail Stations (which may include Elevated Metro Rail Viaduct also (excluding approaches and embankments), within the same contract) in urban environment.
The Tenderer will be qualified only if they satisfy the following requirements as given below within last 07 years ending on the Credential Cut-Off Date:
“Substantially completed” Architectural Works of value not less than 16 Cr (comprising flooring, cladding/ wall finishes, false ceiling, glazing, etc.) for Metro Rail Station / Railway Station / Airports / Institutional Building
“Substantially completed” for criteria (a) above, shall mean at least eighty percent (80%) completion (value wise).
The proposed subcontractor in the form of JV/ Consortium shall not be eligible.
A consent letter/MOU from the proposed sub-contractor shall be submitted by the Tenderer stating that they will work with the Tenderer, in case the work is awarded to the Tenderer.
The Contractor shall make himself aware of all the Laws related to Labour and must fully comply with the provisions of all relevant Laws in India. In addition, the Contractor must comply with any other applicable statutory requirement concerned with Labour engagement and welfare, in the jurisdiction of relevant authority where the Works are to be carried out.
Compliance with the Terms of Reference shall not relieve the Consultant of any of their statutory duties, obligations or responsibilities under the Contract or Law.
Section IV: Procedure

The Technical Bids shall be opened by the tender opening committee of the Employer in the presence of tenderers. The Financial Bids will be opened at least 7 days after the results of Technical Bids are issued on eProcurement portal. Financial Bids of only those tenderers found substantially responsive and technically compliant will be opened in the presence of qualified Tenderers.

A complete set of Tender Documents may be downloaded, during sale period, from the e-tendering portal https://etenders.gov.in/eprocure/app; under Organisation: Madhya Pradesh Metro Rail Corporation Limited. Non-refundable Tender Fee of INR 50000 inclusive of GST, shall be paid online through RTGS, NEFT or IMPS only.
Earnest Money Deposit (EMD) / Tender Security of INR 64747000, fulfilling the conditions indicated in the Tender Documents must accompany all Tenders. All Tenders must be submitted online only through e-tendering portal – https://etenders.gov.in/eprocure/app, as instructed in the Tender Documents.
Notice Inviting Tenders along with tender documents is published in the e-procurement portal above. Tendering processes like download, tender queries, corrigenda, submissions, openings, evaluations, etc. can be done through the e-procurement portal only. All the tenderers willing to participate must be enrolled/ registered on the e-procurement portal. Those who are not already registered, can enrol themselves using the link “Online Bidder Enrollment” on e-procurement portal.
Possession of a valid Class III Digital Signature Certificate (DSC) is a prerequisite for registration and participating in the tender submission activities. Digital Signature Certificate (DSC) must be obtained from any Certifying Authority empanelled with the Controller of Certifying Authority of India, details of which are available on e-procurement portal under the link “Information about DSC”. Issuance of Digital Signature Certificate may take at least 7 to 10 business days, which may extend up to 21 business days in case of foreign applicants. Procedure for obtaining Digital Signature Certificate (DSC) by foreign applicants is available on e-procurement portal under the link “Downloads”. Tenderers are advised to plan their time accordingly and the Employer shall bear no responsibility for accepting tenders which are delayed due to non-issuance or delay in issuance of such Digital Signature Certificates.

Tenderers shall pay the Tender Fee for cost of Tender Document, in the form of online payment only, without which bids will not be accepted. Service, gateway or other charges if any shall be borne by the Tenderers. The Tenderers are required to upload scanned copy of payment receipt/ transaction for Tender Fee during online submissions.
Payment of Tender Fee is to be made only by RTGS, NEFT or IMPS. No other mode of payment will be accepted. The detail of bank account of MPMRCL is mentioned below. The Tenderers are required to upload scanned copies of transaction of payment (clearly indicating tender number i.e., BH 03 in the remarks or description column) of Tender Fee at the time of online bid submission. Copy of GST registration number to be provided along with Tender Fee.
