II.1.4)Short description:

Crown Commercial Services (CCS), the Authority, is putting into place a commercial agreement for use by DIO, a part of the Ministry of Defence and other UK public sector bodies and future successor organisations, which include Central Government Departments, Arms Length Bodies and Agencies, NDPBs, NHS and Local Authorities. CCS aims to allow procuring departments the ability to enter into call-off contracts of various sizes and complexity.

The initial position, subject to engagement is that a training estate services will be serviced by a single national lot.

The range of services required by training estates include, but are not limited to:

— building and facilities management services,

— facilities management services involving computer operation,

— land management services,

— construction work,

— construction work for military buildings and installations,

— technical services,

— catering services,

— cleaning services,

— refuse and waste related services,

— cleaning and sanitation services.

The services within the training estate lot will include:

— delivery of services that enable a safe place to train,

— bidding and allocation of training facilities and services for ranges and training areas,

— hard facilities management,

— soft facilities management,

— maintenance of the rural estate.

The intended customers include DIO, but may include other customers with similar needs such as Home Office and Police.

To support the markets understanding of the services to be delivered, a market engagement day, including a site visit will be held on the 7.5.2019 at Longmoor Training Camp.

To register for this event bidders must email trainingestate@crowncommercial.gov.uk with the names, roles and organisation they are representing.

Due to the nature of the DIO training estate and the requirement to use transport, attendance will be limited to 2 named delegates per organisation. Should the event be oversubscribed, attendance may be reduced.

Only registered individuals with ID will be admitted to the event, further details will be provided upon registration.

The purpose of this PIN is to:

1) Inform that CCS is to consider an exercise to set up a contracting vehicle as described above in II.1.4) Short Description;

2) Gauge the market interest in the training estate framework procurement;

3) Understand if market appetite exists for a more generic land, estate and forestry management framework;

4) Identify suppliers who would like to participate in a suite of engagements CCS intends to undertake, including 1:1’s and larger multi-supplier engagements. These engagements are intended to influence the strategy development.
