II.2.4)Description of the procurement:
The European Parliament wishes to award this contract to an operator who will undertake the economist assignment for monitoring the costs of the KAD project's works. The services must be provided from 1.1.2017 until completion of the KAD project's works (scheduled for 31.3.2021). The economist's assignment will be to monitor, analyse and manage construction costs on a day-to-day basis. He shall inform both the European Parliament and the pilot coordinator if there is any risk of major overspending or any significant difference in respect of the target cost. The economist must set up cost monitoring software so that management reports can be produced monthly.

III.1)Conditions for participation

the minimum average annual turnover for the past 3 financial years for which accounts have been closed must be 800 000 EUR, realised in the field covered by this contract.
III.1.3)Technical and professional abilityList and brief description of selection criteria:
1. tenderer's minimum experience of 5 years in providing services similar to those required for the contract in question — construction economist activity;
2. tenderer's experience in the context of construction in the Grand Duchy of Luxembourg, including the relevant legislation;
3. references, certified by a building owner (contractor), of similar assignments performed on administrative or service-related office buildings in the past 5 years, or still ongoing, as a minimum for 1 project with a gross above-ground surface area of 50 000 m2.
In the case of a grouping of economic operators, and during the evaluation of the selection criteria:
— for criterion 1: the periods of professional experience of the members of the grouping of economic operators may not be combined to reach the required level, but this criterion is deemed to be fulfilled as soon as 1 of the members of the grouping has the duration of professional experience required,
— for criterion 3: for tenders submitted by a grouping of economic operators, or with known subcontractors, the tenderer must demonstrate that at least 1 member has carried out, alone, similar services on 1 or more projects where the number of square metres corresponded to the minimum number of square metres required above.
