Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Die bestehende Zentrale ist aufgrund der zuerst definierten Versorgungsbereiche Haupteingangsbereich EG/Haupttreppenanlage EG/1.OG mit Nebenfluren und Ehrensaal, nicht in der Lage bei Ausfall der Allgemeinbeleuchtung in den Bereichen Kinderreich oder Planetarium oder Haupteingangsbereich/Haupttreppenanlage/Ehrensaal so zu differenzieren, dass die Sicherheitsbeleuchtung in den Bereichen Kinderreich oder Planetarium oder Haupteingangsbereich/Haupttreppenanlage/Ehrensaal auch aktiviert wird. Fällt beispielsweise im Kinderreich die Allgemeinbeleuchtung aus, wird in allen drei Bereichen die SBL aktiviert, gerade für den Planetariums Betrieb ist dies extrem störend. Die geänderten Anforderungen haben sich im Zuge des Baufortschritts ergeben.
