II.2.4)Description of the procurement:

North Somerset Council sought a development partner by way of a concession, for the first phase of the council’s land interest at Parklands Village, Weston-super-Mare for the delivery of 425 residential units, including 30 % affordable housing. The development of the council’s land ownership has secured Outline Planning Consent; a financial return is assumed in the council’s capital programme. Funding has been granted by Home's England to support an accelerated delivery pace. The Local Authority Accelerated Construction Grant includes a number of requirements focused around accelerating housing delivery, use of modern methods of construction (MMC) and the provision of affordable housing. The council is using the Homes England building lease. The Concession Contracts Regulations 2016 (‘CCR’) apply to this scheme.
