Home Office Biometric Matcher Engine Software (minutiae-based) and Associated Services
The Contracting Authority initiated a procurement to identify an EconOmic operator(s) to provide the BiometrIc matcher platform and associated services (BMPS). BMPS delivers across multiple biometric modalities and data sets (which shall include, but not limited to, immigration, citizenship, law enforcement) as part of Home Office Biometrics (HOB) programme.
There are 2 distinct parts to the BMPS:
(i) A technology platform and BiomeTric matcher service bus provided by the Matcher Service supplier (MSS); and
(ii) BiometrIc matching algorithm(s) that are integrated into the platform provided by the MatcHer engine software (MES) suppliers.
This Contract award notice relates to part (ii) the selection of the Lot 2 Matcher engine software (minutiae-based) supplier.
Matcher Engine Software (minutiae based) Supplier (MES)
Lot 2 Matching engine software (MES) (minutiae based) supplier will provide the following:
— Matching engine software (minutiae based) for biometric matching of finger Ten-print, palm print and latentmarks to support verification, search and de-duplication of biometric records;
— Professional services including design, guidance and technical specifications for the Matcher engine software;
— Collaboration with the Matcher Service Supplier;
— Early Life Support;
— Ongoing Level 4 support of the MES; and.
— Provision of a software licence to deliver the services to the Contracting Authority and any other Central government bodies.
The Contracting Authority reserves the right to extend the initial term of 60 months for a further period of 24 months and an additional 12 months. Therefore, the total potential term of the contract is 96 months from the effective date.
The Contracting Authority reserves the right to amend the scale of the requirements at any time during the procurement process, or over the term of the contracts to provide additional BMPS to future modalities and similarly the Economic operators appointed may also be required to extend BMPS to support any other Central government bodies.

The following information has been captured in accordance with the requirements of Regulation 50 of the Public Contracts Regulations 2015: The Authority received a total of 3 tenders for this procurement,
All of which were received electronically via the Contracting Authority's e-Sourcing suite. The Authority did not receive any tenders from SMEs. The Authority did not receive any tenders from other EU Member States other than the UK. The Authority did not receive any tenders from non-EU States. The Authority did not receive any tenders from any Groups of economic operators. The Supplier awarded the Lot 2 Matcher engine software (minutiae-based) and Associated services contract is not an SME.
