In line with Article 134.1(f) of the rules of application to Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012 (Financial Regulation), during the 3 years following conclusion of the original contract, the contracting authority will be able to use the exceptional negotiated procedure for additional services (without prior publication of a contract notice) consisting in the repetition of similar services (up to a maximum of 50 % of the original contract value) entrusted to the economic operator awarded the initial contract by the same contracting authority.
Please note that this was previously published in the PIN OJ 2015/S 38-064198 of 24.2.2015 with a budget of 110 000 EUR. The budget is now a range between 100 000 EUR–110 000 EUR.
As the input by DG Environment into the 2016 semester has to be delivered between December 2015 and March 2016, it is a precondition that the project will be finalised by the end of 2015. The execution of the tasks may not start before the contract has been signed. Please note the duration of 6 months given in point V.4) 'Information on value of contract' — is not precisely determined as we cannot know now when the contract will begin but the tasks must be completed by 31.12.2015.

If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time limit to launch an appeal or to open a new period for lodging an appeal.
Within 2 months of the notification of the award decision you may lodge an appeal to the body referred to in VI.3.1.
