The Invitation to Tender and supporting documentation may be accessed and downloaded from the Public Contracts Scotland Portal at http://www.publiccontractsscotland.gov.uk.
To access these documents, Bidders will firstly need to register (if they have not already done so) on the Public Contracts Scotland Portal and then express interest in this particular procurement.
Tenders must be returned in hard copy only by the date and time specified in Section IV.2.2) of this Contract Notice. Late tenders will not be accepted.
The Council reserves the right not to award any contract as a result of the procurement process initiated by this Contract Notice and in such event will not be liable for any costs incurred by any party.
Economic operators may be excluded from the competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015.

It is intended that the contract duration will be 3 years plus a 1 year extension option. The anticipated spend throughout the duration of the contract will be between 544 000 GBP — 741 000 GBP (including the 1 year extension option).

The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Commencement Date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Public Contracts Scotland procurement portal (www.publiccontractsscotland.gov.uk) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.
Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority's economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
The Bidder and its supply chain will be required to actively participate in the achievement of social, environmental and/or sustainability policy objectives relating to local regeneration, social and economic growth, recruitment, employment and training and supply chain initiatives.
The Bidder will be required to provide access to opportunities to SMEs wherever possible and will advertise all subcontract opportunities linked to the contract using the Public Contracts Scotland Portal.
The Bidder will be required to ensure that all subcontractors advertise all their subcontracts as described in the contract notice. In addition, they will be required to identify and provide access to opportunities linked to the contract to social enterprises wherever possible.
Where job vacancies related to the contract arise within the Bidder organisation, they will be required wherever possible and appropriate, to provide access to employment and training opportunities aimed specifically at unemployed individuals and to use all reasonable endeavours to fill those posts with such persons. The successful Bidder should also link in where possible and appropriate to school, student, graduate and other work experience programmes.
A ‘Method Statement’ is required as to how Bidders will achieve community benefits — please refer to Question 8 in the Quality Questionnaire.
