Evaluation of the Implementation of the Framework Plan in Nurseries
The evaluation will attempt to find out what changes have occurred in wraparound care as a result of the new framework plan. The evaluation will find out how the new framework plan for wraparound care has been implemented in practice, including how the new framework plan is interpreted, operationalised and experienced by actors in different levels of the sector, regionally and locally.
Knowledge of the implementation of the new framework plan shall contribute towards a research based basis for future policies.

National framework plan for wraparound care.
The national framework plan for wraparound care will be determined by the Ministry of Education and Research in spring 2021 and come into force in autumn 2021. This is the first time that wraparound care will have a national framework plan. The framework plan is a regulation pursuant to section 13-7 of the Education Act. The framework plan builds on general values that are common for nurseries and schools.
There is a large variation in both the design, content, goals, and quality of wraparound care according to an evaluation of the wraparound care scheme. (NTNU 2018). The purpose of developing a national framework plan is to have a more equal wraparound care scheme nationwide, c.f. the parliamentary proposition 6 (2019-2020).Close up — early intervention and inclusive community in nursery, school and wraparound care. The framework plan will be based on the current law and allow local variations.
