Aberdeen Exhibition and Conference Centre Upgrader/CCS/NEF.
Aberdeen City Council is procuring a bio-methane to grid plant in 2 procurements: a parallel procurement for an AD plant, and this procurement for the design, supply and installation of the gas upgrader, carbon capture storage plant and the network entry facility.
The bio-gas clean up system shall be capable of cleaning up to 1 200m3 per hour of bio-gas under continuous operation. The unit shall be integrated with suitable H2S suppression equipment and the latest CO2 capture technology with associated compression, storage tanks and road tanker off take facilities.
The contractor shall be responsible for management of the interface between the AD plant and the upgrade/CCS/NEF plant.

The minimum number of bidders will only be taken through if they demonstrate the necessary capability and technical competency.
Section III: Legal, economic, financial and technical information
Bidders should answer Question 4C.1 of the ESPD, providing examples that demonstrate they have relevant capacity and capability to deliver the requirements set out in this notice.
This question shall be marked using the following marking scheme:
0 — Unacceptable: The information is either omitted or fundamentally fails to demonstrate capacity and capability to meet the requirement;
2 — Poor: The information submitted has insufficient evidence, detail or explanation to demonstrate capacity and capability to fulfil the requirement;
4 — Fair: The information provided evidences a limited capacity and capability to deliver the requirement and may lack detail or fail to address a specific part of the requirement;
6 — Satisfactory: The response is relevant and good and sufficient detailed to evidence good capacity and capability to deliver the requirement;
8 — Very Good: The response is sufficiently detailed to provide strong evidence of capacity and capability to deliver the requirement;
10 — Outstanding: The information provided is excellent, and provides compelling and coherent evidence of capacity and capability to deliver the requirement.
