The Contracting Authority requests tenders for consultancy services for elucidation of a tunnel bridge concept over Bjørnafjorden in Hordaland. The result of this work shall be a part of the impact assessment/municipal sector plan for the section E39 Aksdal-Bergen. In connection with the elucidation of the tunnel bridge concept, numerous constructional analyses and calculations shall be implemented. The Norwegian Public Roads Administration therefore requires a constructional consultant with competence in floating marine structures and marine operations. The assignment includes prediction of the structure's response when it is exposed to environmental loads and accidents.

The works shall be implemented in close cooperation with the contracting authority, which will participate in the works with 3-4 full time employees in addition to key personnel in accordance with requirements. A very rough estimate of the work scope is 10 000 hours.
Option for the Contracting Authority to expand the contract with 5 000 hours, if there are advantages with further assistance during the works with the municipal sector plan's impact assessment stage. This hour estimate is not binding.

Description of these options: The works may involve documenting further concepts that can be included in the impact assessment, detailing the documentation works, further development and detailing the construction and installation methods for reducing uncertainty in the cost estimates.
