000909 — Digital Marketplace Procurement Portal
A leading public sector procurement authority with over 40 years’ experience, YPO is wholly owned by local authorities, and is based in Wakefield.
The Authority is now seeking to engage with a provider of a digital marketplace procurement portal to supplement its already extensive product catalogue. A contract, potentially under the Concessions Contracts Regulations 2016, for up to 5 years is envisaged.
YPO wish to be able to offer an extended range of products that education providers will procure in a market where the curriculum element alone amounts to approximately 1 000 000 000 GBP p.a. and where YPO currently have approximately 10 % of that market. The education sector in the UK comprises 30 000 schools and the current level of YPO transactions is around 500 000 per annum.
Potential providers would need to meet the following criteria in order to participate in the pre-market engagement phase, and move on to the full tender process:
— single point of access for suppliers and customers,
— clarity of customer order, payment, fulfilment, and returns options,
— an established B2B marketplace presence,
— a diverse range of products which includes but is not restricted to curriculum resources,
— management of procurement authorisation levels,
— comprehensive cyber security.
In order to gain further insight into the market for such a service and to generate interest amongst prospective bidders the Authority intend hosting a series of market engagement events to be held in June 2018 at which participating organisations will be required to make a formal presentation. Prospective providers wishing to participate should in the first instance email the Authority at email@example.com with the subject heading “Marketplace engagement event” by close of business on 8.6.2018. Please attach a summary (strictly for information only) of no more than 250 words per criterion how your organisation would meet the initial requirements. Upon receipt of the expressions of interest, and the information only submissions, further details of the formal presentation and attendance instructions will be made available.
