E05 Contract Raw Water Tunnel
Raw water intake will be established at Vefsrud and an approx. 19 km long transfer tunnel from Holsfjorden to Huseby. The tunnel will be drilled with 2 TBMs (tunnel drilling machines), one from each side. The drill diameter will be a minimum 4,5 m. The raw water tunnel has no electrical installations, while the intake at Vefsrud has an intake hall with instrumentation and drain pumping station. Electrical supply to Vefsrud and Huseby will be established in the form of individual preliminary projects.
The Agency for Water and Sewage invites potential tenderers to one-to-one conversations for the pending raw water tunnel in the project Ny Vannforsyning Oslo [New Water Supply for Oslo].
The conversations will be implemented in week 26 — 35. We request that tenderers who want to participate register their interest via KGV [the tender management tool] by 10.6.2019, 12:00.
Purpose and topic
Oslo municipality c/o the agency for water and sewage is planning a new water supply for Oslo. In this context, we want to hold one-to-one conversations providing further information about the project Ny Vannforsyning Oslo [New Water Supply for Oslo] and the contract raw water tunnel. The project is undergoing planning and zoning. Pre-qualification of contractors for the raw water tunnel begins in autumn 2019, with an anticipated construction start approx. the fourth quarter 2020.
The agency for water and sewage
The Agency for Water and Sewerage Works (VAV) supplies the population of Oslo with drinking water and manages the sewage. This is financed through water and sewage fees. The agency for water and sewage is responsible for the development and operation of the water and sewer systems in Oslo. The agency for water and sewage is responsible for the operation, maintenance and renewal of the city's treatment plants, as well as the pipeline network and pumping stations for both drinking water and sewage water. Other primary assignments are the management of water source areas, monitoring the waterways in the city, guidance and information to customers, subscribers and society in general. Project Ny Vannforsyning Oslo [New Water Supply for Oslo]
Oslo's water supply is to a large degree dependent on Maridalsvannet and Oset water treatment plant, that supply 90 % of the city's drinking water. This means that the water supply is extremely vulnerable to events that can make the source unsuitable or that put the treatment plan out of operation.
The aim of a new water supply is to ensure that Oslo's water supply will provide sufficient quantities of drinking water to the residents, even during failure in vital parts of the water supply system.
Holsfjorden has been selected as the raw water source for the new water supply in Oslo. Holsfjorden is Tyrifjorden's southern-most part that stretches north toward Svangstrand (Sylling) in Lier municipality.
Water will be transferred in a raw water tunnel from Holsfjorden to a new water treatment plant that will be located at Huseby in Oslo West. The tunnel will primarily go deep under the current terrain. From Huseby, the drinking water will be transferred to the pipeline network in Oslo with the help of a clean-water tunnel.
Contract engineering design is in progress and we are working toward the start of the contract raw water tunnel in the fourth quarter of 2020.

The project must be completed by the end of 2027. The project organisation is under development and is located at Skøyen. The management of the sub-projects will be located in the rigging areas being established, primarily at Vefsrud and Huseby. The Agency for Water and Sewage does not have resources to cover all functions in the organisation and largely reliant on hiring in personnel.
