II.1.5)Short description of the contract or purchase(s)
The works aim to increase the conference room capacity and equip it with a communal area and a basement (caterer's kitchen). At the same time, the country house, dovecote, fencing and access to the site will be rehabilitated. The performance period for the works is 210 working days (excluding adverse weather conditions duly proven by any means and approved by the European Parliament) from the European Parliament approving the aforementioned schedule.
Within 10 days of him receiving the contract signed by both parties, the contractor will draw up a detailed schedule for all the works, which he will submit to the European Parliament.
Once the European Parliament approves this schedule it will become contractual and, where applicable, be used as a reference basis for applying penalties for delay.
The European Parliament reserves the right to suspend performance of works under the contract at any time. The contractor will be notified of this suspension by registered letter, with acknowledgement of receipt, and may not exceed a total duration of up to 60 working days; beyond this period, the contractor may claim compensation.
Performance of the contract shall only begin once the contract has been signed.

Section III: Legal, economic, financial and technical information

III.1)Conditions relating to the contract
III.1.1)Deposits and guarantees required:
An irrevocable, unconditional guarantee, payable on first demand for an amount of 10 % of the total contract value in euro, evidenced by a letter of guarantee issued by a bank, a financial institution or a third party approved by the European Parliament's accounts officer, shall be set up before the contract is signed. Requests for payment issued by the contractor will only be admissible on condition that he has forwarded proof of having set up the bank guarantee to the European Parliament. All costs related to this guarantee shall be borne by the contractor.
The guarantee will be released at the request of the contractor 60 days following final acceptance of the works carried out in accordance with the final order placed by the European Parliament under this contract.
The deadline for release of the performance guarantee may, however, be put on hold if the European Parliament considers it necessary to perform additional checks or delay the release due to 1 or more orders not being completed when the contract comes to an end.
III.1.2)Main financing conditions and payment arrangements and/or reference to the relevant provisions governing them:
1. The price is fixed and not subject to change throughout the entire duration of the contract.
2. The price is fixed and covers all expenses borne by the contractor owing for performance of this contract. Depending on the contractor's tender, the price is ................. EUR, excluding VAT.
3. Payments in respect of this contract will be made in accordance with this article. Payments will only be made if the contractor has fulfilled all his contractual obligations on the date of sending his request for payment.
4. Invoicing procedures are as follows:
— invoices will be based on periodic progress reports, drawn up on the last day of a given period, setting out the quantity of work done in this time and calculated using the bill of quantities and prices quoted by the contractor in his tender. Such periods must be at least 1 month long,
— progress reports must be approved by the project manager and enclosed with the invoice,
— for the final phase of the work, the invoice is prepared on the basis of final detailed account and the technical report approved by the project manager.
The sums due for performance of this contract are payable within 60 calendar days of the date on which the corresponding payment request is registered.

III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:
Groupings of economic operators are permitted to tender providing they guarantee that their members are jointly and severally liable. This may involve an entity with or without legal personality: a consortium, a private agreement or any other appropriate form of cooperation. Prior to contract signature, the European Parliament reserves the right to request that the grouping awarded the contract assume a specific legal form if this is necessary for satisfactory performance of the contract.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: the European Parliament requires tenderers to have the administrative authorisations necessary to perform the activity involved in the contract in accordance with national law.
In particular, the European Parliament requires the following authorisations:
— entry on the trade and companies register,
— 'extrait K bis' issued by the appropriate French commercial court or any other equivalent certificate issued by a judicial or administrative body in the country in which he is registered.
III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: — financial information sheet in the electronic directory specified herein, for the past 2 financial years for which accounts have been closed,
— copy of the profit and loss accounts, published in the annual report and audited or, should this not be obligatory, certified exact and sincere by a representative of the tenderer, for at least the past 2 financial years for which accounts have been closed, specifying the turnover and gross operating surplus,
— proof of valid professional risk insurance cover.
Minimum level(s) of standards possibly required: — minimum annual turnover of 2 000 000 EUR in the field covered by the contract to be awarded, during the past 2 financial years for which accounts have been closed,
— professional risk insurance cover,
— positive gross operating surplus over the last 2 accounting years for which accounts have been closed.
III.2.3)Technical capacity
Information and formalities necessary for evaluating if the requirements are met:
— CVs of experts and technicians and, in particular, of those responsible for providing the service or carrying out the works,
— list of works performed over the past 5 years, with details of their values, dates and locations; the list will need to be accompanied by certificates of satisfactory performance, stating whether they were duly completed to a good professional standard,
— description of the delivery network for the materials, technical equipment and tools used by the company to carry out the contract,
— certificates drawn up by independent bodies attesting that the economic operator complies with the quality assurance standards relating to the quality assurance systems based on the series of European standards in the field and which have been certified by recognised bodies. If tenderers do not have these certificates or cannot obtain them within the time limits set, the European Parliament will also accept other evidence of equivalent quality assurance measures provided by them,
— certificates drawn up by independent bodies attesting that the tenderer complies with the environmental management standards or systems relating to the EU's eco-management and audit scheme ('EMAS') or other environmental management standards based on European or international standards in the field and which have been drawn up by recognised bodies. The European Parliament recognises equivalent certificates from bodies based in other Member States. It shall also accept other evidence produced by the tenderer of equivalent measures relating to environmental management.
Minimum level(s) of standards possibly required:
— 3 or more works projects, similar to the works in this contract, each with a value of at least 1 500 000 EUR performed during the past 5 years,
— team of experts with experience of similar works to those in this contract, comprising at least 5 people, of whom the project manager, as a minimum, must have 5 years' proven experience in managing projects similar to those in this contract. The other members of the team must have at least 5 years' experience in the profession related to their tasks under this project,
— certified in accordance with the quality management standard ISO 9001 or equivalent or, if they have no certification from an approved body, a solemn declaration certifying that they have an equivalent in-house quality system,
— certified in accordance with the EMAS environmental management standard or equivalent or, if they have no certification from an approved body, a solemn declaration certifying that they have an equivalent in-house quality system,
— an equipment delivery network and a stock of tools ensuring performance of the tasks in the following country: France, region: Île-de-France.

The European Parliament will organise a single mandatory site visit at the Jean Monnet House. Up to 2 representatives per company may attend. To prepare your pass, please provide, by e-mail or fax to the address given below, by 15.7.2014, your company name and the name, position, identity card number and date of birth of the participants. Your representatives must carry a valid form of identification.
The European Parliament will, within 2 working days from the date the request is received, provide you with the access procedures and the date and location of the meeting.
The European Parliament will compile a report at the end of the site visit, which will be annexed to the document providing additional information below. Any travel costs relating to the site visit are to be borne by tenderers and will not be reimbursed by the European Parliament.
Participation in the site visit is mandatory: only those who attended will be permitted to tender. Signature in the attendance register will serve as proof of participation.
