Section II: Object
Framework service contract for the provision of data management IT services to the European Chemicals Agency (ECHA).
The scope covers data management IT services to the European Chemicals Agency (ECHA) as follows: data management services, application and database management, service desk, training, and consulting services on domain-related subjects, e.g. data management technology, data management architecture, etc.
The place of performance of the services shall be the contractor's premises and/or ECHA's premises, and any other place as agreed in a specific contract.
An open call for tenders for the selection of a service provider to establish a single framework contract for the provision of data management IT services to the European Chemicals Agency (ECHA).
The framework contract may be renewed twice for a period of 1 year each time.
By virtue of Article 134 (1)(e) and Article 134 (4) of the rules of application of the Financial Regulation, ECHA reserves the option to launch a negotiated procedure with the contractor chosen as a result of the present call for tenders for new services consisting in the repetition of similar services, during the 3 years following the signature of the original contract.
Section III: Legal, economic, financial and technical information
Tenderers are informed that they may be asked to prove that they are authorised to perform the contract under national law, as evidenced by inclusion in a professional or trade register or a sworn declaration or certificate, membership of a specific organisation, express authorisation, or entry in the VAT register.
Section IV: Procedure
1 representative of each tenderer may attend the opening of the bids. Tenderers wishing to attend are requested to notify their intention by sending an e-mail at least 2 working days in advance to the following e-mail address email@example.com This notification must specify the name of the person who will attend the opening.
Section VI: Complementary information
Tenderers and participants in this procurement procedure are informed that for the purposes of safeguarding the financial interests of the Union, their personal data may be transferred to internal audit services, to the European Court of Auditors, to the financial irregularities panel or to the European Anti-Fraud Office (OLAF). The contracting authority and OLAF may also check or require an audit on the implementation of the contract resulting from this procurement procedure.

You may submit any observations concerning the award procedure to the contracting authority indicated under heading I.1. If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time limit to launch an appeal or to open a new period for lodging an appeal. Within 2 months of the notification of the award decision you may lodge an appeal to the body referred to in VI.4.1.
