  • Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive
Explanation:

A new contract based on the existing terms is to be offered to the Royal College of GP’s to undertake a significantly extended surveillance programme over the next 23 months that includes testing for Covid-19. The RCGP already provide a disease surveillance service to PHE as part of a 3-year contract. The intellectual property required for the provision of the data referred to in the specification is owned by the Royal College of General Practitioners. We are therefore of the opinion that no other body is capable of producing this data in the form that we require. The increase in activity will require additional resources to be utilised and consumables/tests to be used.
