Construction of a Resource Recovery Facility (RRF), Reuse and Recycling Centre (RRC) and EcoPark House including Related Utilities Works, Demolition and Clearance Works, and Associated Works
North London Waste Authority (the Authority) is in the preparatory stage of the procurement of a contractor or contractors to carry out the following works at the Edmonton EcoPark:
(i) construction of a Resource Recovery Facility incorporating a Reuse and Recycling Centre and associated works;
(ii) construction of a building to be known as EcoPark House comprising of a visitor, community and education centre for the wider community, office accommodation and a boat canopy and associated works;
(iii) works to the existing utilities relating to the RRF and EcoPark House, laying and installation of new utilities and groundworks; and
(iv) demolition and clearance of the existing Bulky Waste Recycling Facility and Fuel Preparation Plant located at the northern end of the Edmonton EcoPark.

North London Waste Authority (the Authority) is in the preparatory stage of the procurement of a contractor or contractors to carry out the following works:
(i) construction of a Resource Recovery Facility (RRF) incorporating a Reuse and Recycling Centre and associated works. It includes construction of the following: Recycling and fuel preparation facility (RFPF), a reuse and recycling centre (RRC), offices, and staff and visitor welfare facilities, odour abatement and dust suppression plant and equipment, fire control water tanks and pump house and equipment, surface water pumps, pipework and attenuation tanks, vehicle and cycle parking, vehicle and cycle and pedestrian routes and weighbridges, landscaping;
(ii) construction of a building to be known as EcoPark House comprising of a visitor, community and education centre for the wider community, office accommodation, a boat canopy and associated works including hard standing, drainage, earthworks, landscaping, fencing and lighting, and clearance of the wharf;
(iii) works to the existing utilities relating to the RRF and EcoPark House, laying and installation of new utilities and groundworks. These works include the decommissioning of existing and the laying of new pipes, cables and systems for portable water, wastewater, surface water, foul water, process water, electricity, gas, and CCTV, telecoms and data. It further includes 11 kV ring main trenching and cabling for southern site up to northern interface point;
(iv) demolition and clearance of the existing Bulky Waste Recycling Facility and Fuel Preparation Plant located at the northern end of the Edmonton EcoPark (the Works). The works are on the critical path for the delivery of the North London Heat and Power Project (NLHPP) for the development of a replacement energy recovery facility and associated works at the Edmonton EcoPark pursuant to a development consent order granted to the Authority on 24.2.2017. The site for the Works, Edmonton EcoPark, is an operational waste management site where LondonEnergy Ltd, a private company wholly owned by the authority, operates an existing Energy from Waste (EfW) facility. Normal operation of the EfW facility is to be maintained at all times during the construction.
The estimated date of publication of the Contract Notice is currently 30.9.2019. Any changes to this date will not exceed twelve months from the date of this PIN. The division of the contract into lots is subject to final decision taking into account the outcome of the consultation with the market.

The Authority is holding a Market Information Day to invite views from interested contractors on the proposed procurement strategy for the RRF and associated works as set out in this PIN. It is planned that the Market Information Day will be held on 18.6.2019 in north London. At the event, the Authority will give a presentation on its proposals for the NLHPP and the Works. There will be an opportunity for attendees to ask the Authority questions and provide feedback on the proposals in open forum. Interested contractors that would like to attend the Market Information Day should register by completing the attendance form which will be available on the Authority’s website northlondonheatandpower.london (the Website) from Thursday 23.5.2019 at 8:00. All completed forms must be submitted no later than Friday 14.6.2019 at 16:59. The venue for the market information day will be communicated to contractors that express an interest to attend. Following the event, the presentation will be made available on the Website and interested contractors (whether or not they attended the event) may send feedback and/or seek clarification on the Authority’s proposals for the Works. Attendees will also be sent a questionnaire after the event which will invite feedback on specific aspects of the works. The questionnaire will also be available on the website for those who were unable to attend. The deadline for providing feedback and asking questions is Friday 28.6.2019 at 23:59. Written feedback provided by contractors will be treated as confidential by the Authority and will not be shared with other contractors. The Authority’s answers to questions, whether given at the market information day or subsequently to contractors in writing, will be collated and made available on the Website with the contractor’s name redacted. If a contractor wishes the Authority to treat an answer to a written question as confidential, it must state this when asking the question. If, in the opinion of the Authority, the question is not confidential, the Authority will inform the contractor which will have an opportunity to withdraw it. If the question is not withdrawn, the answer will be made available on the Website. The Authority intends to hold a further market information day closer to the start of the procurement and the date will be notified through the website. Interested contractors should continue to monitor the Website for updates on the second market information day.
