Social Care Agency Requirements (Personnel Leasing)
Temporary specialist staffing requirements for the next 3 years at Trafford Council — children's social care. Initial contract period 24 months with options to extend for +6 months + 6 months.

In house recruitment processes will continue to take place with the intentions to have as many staff on Paye. Trafford will only hit this contract value if we are unable to recruit any staff internally
There will be no definite commitment to volumes of staffing.

Abschnitt IV: Verfahren
In a recent OFSTED report with regard to Trafford Council's social care children's services an improvement plan was recommended. Additional qualified social workers and management resources are required to address the OFSTED recommendations with urgent Agency .specialist staffing required now to fill resourcing.
Numerous attempts at recruiting through a variety of frameworks and agency providers have taken place without success; there is a national shortage of social care staffing and only very limited specialist suppliers who can provide correctly qualified and experienced social care staff, there is no option for an open tender process to take place.
Direct Award is intended using regulation 32b (ii) and (iii)
(ii) competition is absent for technical reasons;
(iii) the protection of exclusive rights, including intellectual property rights.
The recommendation to use this provider has been taken as a result of extreme urgency. Without the support and suitably qualified staff this Provider can offer there is serious risk of disruption to Trafford's Children's Services and the Council's ability to both meet statutory obligations and address OFSTED's recommendations.
The contracting authority will incorporate a minimum 10 calendar day standstill period. This period allows other suppliers time to raise any issues in relation to this direct award before contract is formally awarded.
