03 Prat — QR turbation (QR) — Lot CC IEG HTA
— the overall project related to this contract is the introduction of a turbinelling on the reserved capacity of the hydro-management of the PRAT (03);
This contract notice concerns Lot IEG CC HTA. The group and GC CF lots are the subject of separate contract notices;
The purpose of this contract is to set up the new group’s control and command and energy evacuation.
Main deliverables for this lot: group automation, control-command:
— study, supply and installation of an automated control cabinet equipped with an industrial programmable automatic control unit and input-output maps, pre-cabling, connectors and terminal blocks allowing the operation of the QR group to be automated:
— management of modes of operation and of downtime of the group, including judgments on electrical and hydromechanical defects;
— Management of the sequential running of the group: start of the machinery by piloting the auxiliary organs of the group and then its admission bodies; control mounted up to network speed; taking over the machinery;
— management of the electrical and hydromechanical protection of the machinery and of the energy evacuation equipment, with dedicated digital protection relays;
— acquisition of the information available on the machinery (positions of the bodies, temperatures, pressure, flow rates, faults) for the purpose of recording the status of analogue values of the QR group;
— study, supply and installation of equipment necessary for:
— interfacing of the QR group’s new automation cabinet with the existing automated factory drive (APC) and the existing system of supervision (eDAP, based on Codra Panorama), in order to perform the functions of the remote management of the QR group (remote management and supervision);
— interfacing of the QR group’s new automation cabinet with the batch ‘group’ of the case, for the acquisition of the group’s signals and the steering of the group’s organs;
— interfacing with the group lot: studies and supplies needed to interface the QR group’s new automation cabinet with the group lot:
— supply and installation of the link cables between the automation cabinet and the border boxes supplied and installed by the ‘group’ lot of the case;
Electrical connection of signals from border boxes and their integration in the automation cabinets provided by this control/command lot;
— refund valve control:
— integration of control of the existing refund valve into the new automation cabinet of the QR group;
— modification of the old automatic relay relay of the refund valve (clock and switch, four positions);
— Power disposal produced by the group and power supplies to the QR group’s auxiliaries:
— study, supply and installation of a prefabricated HTA post containing the equipment needed to carry out the evacuation of energy produced by the QR group:
(a) HTA 20 kV cells with intrinsic protection (C13-100 and decoupling Enedis);
(b) Energy evacuation transformer 400 V/20 kV-315 KVA;
(c) Protection and metering cabinet, with the operational information exchange system (DEIE) enabling remote management and remote monitoring of the QR group;
— study, supply and installation of equipment complementary to energy evacuation:
— group-group connection cables;
Transport-network connecting cables;
— TT and TC measures necessary to protect the machinery and to count the energy produced;
— A coupling circuit breaker (UN = 400 V; IN = 360 A; Imax = 12 kA);
— study, supply and installation of the equipment needed to supply the group’s accessories and the automation cabinet:
— withdrawal 400 VAC on the group during the injection period;
— withdrawal 400 VAC on the Enedis network outside the period of injection;
— supply 24 VCC for the control-command of the group;
— cut-off and separation components.
Objectives and constraints of the market:
The operational automation of the group and the evacuation of energy;
Studies: 2020, implementation: 2021.
The total scope will be set out in a tender specification which will only be sent to successful candidates following this call for applications.
— following an analysis of the candidates’ technical capability criteria, only candidates or temporary groups of eligible companies will be assessed in accordance with the following rules;
A maximum of six individual or temporary consortium candidates will be short-listed on the application form. Only pre-selected candidates will be consulted;
Technical capacity will be assessed by awarding a technical note drawn up on the basis of the application form submitted by the firm and in accordance with the following criteria and procedures:
each technical criterion will be assessed between 1 and 5 (1: insufficient: 2: sufficient; 3: satisfactory performance; 4: very satisfactory; 5: excellent);
— each criterion will be more weighted according to its importance for the success of the project, according to the scale below;
— the applicant’s study office must provide evidence of its expertise in the design and design of the following components:
1) HTA table, voltage transformers and prefabricated posts (weighted at 1,5);
(2) General electrical installation (including TGBT) of hydroelectric plants (weighted at 1);
(3) Control of hydroelectric plants (weighted at 2);
4) Supervision development under workshop CODRA Panorama (1,5);
(5) Development of power diagrams and comprehensive network architecture under CAD (weighted at 1);
6) Development of the protections of a turboalternator and associated configuration (with transducers and digital protection relays) (weighted at 1,5);
(7) Net communication network between equipment (weighted at 1);
(8) Capacity (hardware, software, human) to generate electrical workshop recipes (weighted at 1);
Installation and commissioning of:
— Electrical equipment for hydroelectric power units (weighted at 1,5);
— HTA table, voltage transformers and low-voltage master distribution panels (weighted to 1,5);
— implementation of control and control for hydroelectric power stations (weighted at 1,5);
— implementation of the eDAP oversight system (weighted at 1);
— implementation of communication networks (weighted at 1).
Each candidate or member of the applicant group of companies must provide all the information needed to assess his or her capacity.
If one or more evaluation sheet (s) providing the service has been carried out in Hydrostadium and/or within the EDF group, the candidate will obtain 0 points if at least one of its EFF scores has been awarded a score of less than 50 % and three points if none of the scores obtained is less than 50 %. If there is no EFF, the candidate will obtain an average of the marks obtained by the other candidates.
Section III: Legal, economic, financial and technical information
— the applicant must provide a dated and signed declaration of honour justifying that it does not enter into any of the cases of prohibition of tendering referred to in Articles L. 2141-1 to L. 2141-5 and L. 2141-7 to L. 2141-11 of the Code de la commande public, in particular that it satisfies the obligations concerning the employment of disabled workers defined in Articles L. 5212-1 to L. 5212-11 of the Labour Code. This declaration must be provided by the individual candidates, by each member of a consortium and, where appropriate, by the subcontractors submitted;
— the applicant must submit an extract from the relevant register, dated less than three months ago, such as a K-Bis extract, or, failing that, an equivalent document issued by a competent judicial or administrative authority in the country of origin or establishment of the applicant. This document must be provided by the individual candidates and by each member of a consortium;
— if the candidate is in receivership, he must produce a copy of the judgment (s) of the court or tribunal issued in order to prove that he is authorised to continue his activities during the period of performance of the contract. This document is to be provided by the individual candidates and by the relevant members of a consortium;
— the applicant must provide the certificates issued by the competent authorities and bodies proving that he has fulfilled his tax and social obligations. These certificates are to be supplied by the individual candidates and by each member of an applicant group.
In order to assess their economic and financial capacity, applicants shall provide the following information or supporting documents:
(1) a statement as to the applicant’s overall turnover and, where applicable, the turnover in the field of activity which is the subject of the contract for a maximum of the last three financial years available, depending on the date on which the undertaking was set up or the economic operator’s activity, to the extent that the information on these turnovers is available;
(2) balance sheets or extracts from balance sheets for the last 3 years of the economic operators for whom the balance sheet is required under the law;
(3) appropriate statements from banks or, where appropriate, evidence of relevant professional risk indemnity insurance.
If, for a justified reason, the applicant is unable to provide the information and documents required, he may prove his economic and financial capacity by any other appropriate means.
In order to assess their technical and professional capacity, applicants shall supply the following information or documents:
1oA list of the main supplies made or the principal services provided in the past three years, with the sums, dates and recipients, public or private. Evidence of relevant products or services provided more than three years ago will be taken into account. Supplies and services are proved by certificates from the consignee or, failing that, by a declaration by the economic operator;
2oA statement of the applicant’s average annual manpower. The applicant or consortium member must have their own human resources and be capable of responding to the application without subcontracting beyond the first priority;
3o) A document showing the educational and professional qualifications of the applicant or those of the undertaking’s managerial staff, and in particular those responsible for the provision of services or conduct of the works, of the same type as that of the contract;
4oIndication of the technicians or technical bodies, whether or not integrated with the candidate, in particular those responsible for quality control;
5oA description of the tools, materials and technical equipment for which the candidate will have access to the contract;
6oA description of the technical equipment and of the measures used by the applicant to ensure the quality and the means of study and research of his business. In particular, the candidate or members of the group of applicant undertakings must have an office of methods and must draw up the intervention and test procedures;
7oAn indication of the supply chain management and monitoring systems that the applicant will be able to implement during the performance of the contract;
8o) Description or photograph of the supplies;
9o) Certificates drawn up by official quality control institutes or agencies authorised to certify the conformity of supplies with references to certain technical specifications. However, other evidence of equivalent quality assurance measures produced by applicants shall be accepted if they do not have access to such certificates or have no possibility of obtaining them within the time limits laid down;
10o) Accident frequency for the last three years calculated according to the following formula: Rate (TF) = (numbers of accidents with stoppage of work/hours worked) × 1 000 000 over a period of 12 months.
This rate of frequency will have to take into account all the services provided by the agency (s) which will/will take on this market all the services combined over the reference year.
As a reminder, the candidate or his subcontractors must be technically competent in particular in the following areas:
— HTA board and voltage transformers;
— General electrical installation (including TGBT) of hydroelectric plants;
— the control and operating of the hydropower plants;
— Development of supervision under workshop in the workshop CODRA Panorama;
— production of electrical wiring diagrams and complete network architecture under CAD;
Development of the protections of a turboalternator group and associated settings (transducers and digital protection relays);
— thernet communication network between equipment;
— ability (hardware, software, human) to generate electrical workshop;
— é ‘Electrical equipment for hydroelectric power stations;
— HTA panel and voltage transformers and TGBT transformers;
— implementation of control and automation for hydroelectric power stations;
— implementation of the eDAP oversight system;
— Implementation of communication networks.
— the candidate or members of the consortium must have a recognised professional qualification;
— the personnel involved or part of it must have a professional qualification in the electricity and hydroelectric installations.
In order to assess the applicant’s technical capability, the applicant must provide evidence and provide all the information needed to assess his capacity for each of these fields and a list of references in the electricity fields for hydroelectric production.
— the candidate or members of the consortium of temporary consortia must present all the information needed to assess their level of safety: safety procedures and good practices in the manufacturing and assembly phases.
— the applicant must provide a declaration on honour stating that he and his managers have not been convicted of any failure to comply with the French Environmental Code during the last three years;
— applicants must furnish proof that they are certified by an approved body for the establishment of an integrated health and safety at work management system and an environment, by providing a certificate from the body certifying that it has been certified;
— the safety, health and environmental management systems of the companies involved must be systems set up by bodies such as VCA; SCC; MASE; OSHAS 18001 or other bodies established in one of the Member States of the European Union and giving equivalent guarantees.
— an advance payment guarantee is required.
— Essential market financing arrangements: own resources funding;
— essential payment arrangements: payment according to a payment schedule;
— payment deadlines: payment by bank transfers at 30 days from the date of receipt of the invoice (according to a payment schedule which will be updated in the contract).

In the case of a consortium which has been awarded the contract, one of the members of the group shall be appointed as the authorised representative. The latter shall coordinate the services of each member of the grouping, represent them with Hydrostadium and shall be jointly and severally liable for the contractual obligations of each member. Hydrostadium accepts that each of the other members of the group must be engaged only in respect of the services which will be awarded to him (a “joint” grouping);
Hydrostadium also accepts that each member of the grouping must be engaged for the whole of the contract (“joint and several” grouping). In addition, a tenderer, who will propose a tender for a consortium, will not be able to submit bids either individually or under another grouping.

In the case of a group which is jointly and severally liable with a joint and several liability: the suitability of the authorised representative, as well as that of the other members of the group, will be verified by hydrostadium, in particular all the criteria of this opinion must be satisfied; the economic and financial capacities (III.1.2)) and the technical and professional capacity (III.1.3)) are analysed at the level of the applicant group as a whole.
Without prejudice to Article L. 2141-13 of the Code de la commande public, the composition of the grouping may not be altered between the date of submission of applications and the date on which the contract is signed, except in the event of restructuring of the company or if the group provides evidence that one of its members is unable to carry out its duties for reasons other than those of fact;
