Milling, Transport and Treatment of Garden Waste and Roots from Isi Waste Facility
Bærum Municipality, hereafter called the contracting authority, invites tenderers to participate in an open tender contest for a contract for the milling, transport and treatment of garden waste and roots from Isi waste facility.

The contracting authority shall enter into a contract with a provider the milling, transport and treatment of garden waste and roots from Isi waste facility
There are staff at Isi waste facility providing guidance to the public when delivering waste. The staff also perform visual inspections of the waste, and remove objects that have been incorrectly placed, when discovered.
All garden waste is delivered at a designated asphalt area at Isi waste facility. This area is unmanned. The machine operator is at the area and sorts out all unwanted waste to the extent possible. There may be delivered inappropriate waste, such as plastic waste bags, growing medium, rocks, etc. The contracting authority cannot guarantee a completely clean fraction even if this is our goal.
The waste composition and the scope during a year may to some degree vary, but such variations will not give a basis for changing the unit price. 16 478 m3 garden waste were milled during 2019. In November to February there is a little less delivery of garden waste. The high season is from March to October.
The provider is responsible for all transport and treatment of garden waste from Isi recycling station, by order and need. The milled garden waste should be stored for approx. 2-4 months at Isi waste facility, and then be transported before the next milling takes place. All received garden waste must be milled each time. It will not be subject to a composting process at Isi waste facility.
All transport of milled garden waste must be registered at a scale at Isi waste facility and invoicing will be in arrears per month in accordance with the contracting authority's weigh journal. The weight journal from Isi must be enclosed with the invoice.
In the case of error in sorting, documentation must be provided for non-conformity, for the purpose of reducing non-conformity in the future. However, it will not be possible to provide fines or additional prices for sorting errors, non-conformity or non-conformity treatment.
The contract will be valid from and including 5 October 2020 to and including 5 October 2023 with an option for 1 year extension.
If the contracting authority wants to utilise the option, the contracting authority will notify the supplier within 60 days prior to the expiry of the contract period.
Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
Requirement — tax certificates: the tenderer must have their tax and VAT payments in order.
Documentation requirement: tax and VAT certificate. A certificate for tax and a certificate issued either by the local tax office or the tax collection office where the tenderer has the headquarters. The certificate can be obtained from Altinn.no. The certificates must not be older than 6 months, from the tender deadline. Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities. Requirement: Company registration certificate The tenderer must be a legally established company.
Documentation requirement: Norwegian companies: Company Registration Certificate.
Foreign companies: proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the tenderer is established.
Requirement — finance: tenderers are required to be financially solvent, which gives the contracting authority the guarantee that the tenderer will be financially viable for the entire contract period. A creditworthiness of score A (creditworthy) is required to be eligible for participation in the contest. Tenderers with a lower rating will be rejected.
Documentation requirement: extended credit rating/report, not older than 3 months, from a publicly certified credit rating company, which includes a credit rating of the tenderer, typically represented by a letter or a brief text, as well as an explanation of this. The report must be based on the last known fiscal figures. The date must be clear. Companies without adequate credit rating, newly started companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender. If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.
Requirement: quality assurance system: A good and well-functioning quality management system is required for the services that will be provided. The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.
Documentation requirement: statement of the tenderer's quality assurance system or copy of a certificate for the quality control system in accordance with ISO 9001:2015 or an equivalent certificate.
Requirement — environmental management system: systems and procedures that ensure low environmental impact when performing the delivery are required. The environmental management system must i.a. Secure continual improvement of: The organisation's environmental and safety competence. The service's climate impact.
Documentation requirement: account of the tenderer's environmental management system, or a copy of an environmental management system certificate in accordance with ISO 14001:2015, Eco Lighthouse, EMAS or equivalent certificate.
