Establish a framework agreement for the provision healthcare transport services. The North of England Commercial Procurement Collaborative (NOE CPC) is acting as an agent on behalf of NHS organisations throughout England, Wales, Scotland and Northern Ireland. Patient Transport Services provide NHS non-emergency patients (and their escorts, if appropriate) with journeys ordinarily between their place of residence and healthcare facilities and between hospitals.
The eligibility for patients defines that they have a clear and genuine medical need and would, without the support of Patient Transport Services (PTS) be unable to access NHS healthcare, in accordance with the eligibility criteria of the contracting authority. There is also a requirement to provide transport of other goods, including those which may be classified as dangerous goods and/or require transportation by temperature controlled vehicles.
Lot 1: Patient transport services with clinical support;
Lot 2: Patient transport services without clinical support;
Lot 3: Transport services (non-patient) for healthcare organisations;
Lot 4: Temperature controlled transport services for healthcare organisations.
These services are required over next few weeks and months to support NHS Trusts in response to Covid-19, and allowing this framework to end on 30 April 2020 would be detrimental to any NHS Trusts who may need to contract for these services, often at short notice, at this challenging time. The Covid-19 pandemic meets the conditions outlined under 72(1) (c) of PCR 2015, and it is under those conditions that a modification to the duration of the framework is proposed to be made. In making such a modification it is understood that NOE CPC would be required to send a notice to OJEU for publication outlined under 72(3) of PCR 2015.
