The Republic of Armenia has received financing from the European Investment Bank (EIB) towards the cost of the North-South Road Corridor Investment Program, Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from all countries except Bidders included in EIB’s “Black list”.
The Ministry of Transport and Communication (“the Employer”) of the Republic of Armenia now invites sealed Bids from eligible Bidders for
the Reconstruction and Improvement of the M1 Talin to Gyumri Road from km 90+200 to km 117+670 (Lanjik-Gyumri section); upgrading and widening of the existing M1 Lanjik to Gyumri Road from 2-lane single carriageway to 4-lane dual carriageway (“the Works”).
The total length of the upgrading and widening Road is 27.470 km and comprises construction of a new 4-lane dual carriageway with cement concrete pavement. Part of the road is to be built on a new alignment to achieve the required operating standard. Where the existing alignment is followed, the second carriageway is generally to be built alongside the existing road.
There will be a total of 8 new grade-separated interchanges incorporating overpasses. Each overpass utilizes standard 18m long normally reinforced beams, all with conventional reinforced concrete decks. In addition to the interchange, T-junctions will be constructed to provide connection to local roads/communities. Other reinforced concrete structures comprise agricultural overpasses and underpasses for machinery, pedestrians and animals; agricultural underpasses for animals and pedestrians; bridges, including one road-over-rail bridge, and culverts and box culverts for surface water and irrigation systems.
The road pavement will comprise 35cm thickness of granular sub base, two layer of 18cm of crushed stone base course each (total 36cm crushed stone base course) and 24cm of cement concrete pavement. Shoulders and median will be covered with double seal surface dressing. Access roads and acceleration/deceleration lanes are to be paved with asphalt concrete. The project road is located North-West of Yerevan, the capital of Armenia at an altitude between 1,400 and 1,900m above mean sea level.
International Competitive Bidding (ICB) will be conducted in accordance with ADB’s singlestage, two-envelope bidding procedure with post qualification and is open to all Bidders from all countries except Bidders included in EIB’s “Black list”.
The completion period is 1096 days.
The Bidders should have the following main qualifications:
• All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 (fifty) percent of the Bidder’s net worth calculated as the difference between total assets and total liabilities should be positive.
• Minimum average annual construction turnover of USD FORTY EIGHT MILLION (48,000,000) calculated as total certified payments received for contracts in progress or completed, within the last FIVE (5) years.
• Participation in at least one contract within the last TEN (10) years that have been successfully completed and that are similar to the proposed works, where the value of the Bidder’s participation exceeds USD FIFTY SEVEN MILLION SIX HUNDRED THOUSAND (57,600,000).
• The bidder must have construction experience in the following key activities:
a) Laying of 140,000 cubic meters of crushed stone during any one year of the last TEN (10) years;
b) Implementation of 140,000 cubic meters of cement-concrete road pavement during any of the years of the last 10 years;
c) Construction of 810,000 cubic meters of embankment during any of the years of the last 10 years;
The electronic version of Bidding documents (including drawings, specifications and bill of quantities) in English language may be purchased from the office of “Organization for Implementation of North-South Road Corridor Investment Program” SNCO (the Beneficiary) starting from 14 July 2015. The bidding documents will be issued during normal working hours from 9:00 a.m. to 5:00 p.m. upon submission of a written application to the address below and upon payment of a nonrefundable fee of Two Hundred USD ($200) or One Hundred Thousand Armenian Drams (AMD100,000) and upon presentation of the receipt of the respective payment. The method of payment will be banking transfer to the Beneficiary's following bank account.

The Bidder shall furnish a Bid Security in the amount and currency of USD 1,440,000.
The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
Pre-bid Conference shall take place on 18 August 2015 at 15:00 at the Meeting room of the Ministry of Transport and Communication of Republic of Armenia. Site visit will be organized by the Employer on 19 August 2015. The Employer encourages all potential bidders who have purchased the bidding documents to attend the pre-bid conference.
