Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Nach Vorstellung der Bautechnologie im Rahmen der Beteiligung an der EP wurde von verschiedenen Abteilungen (u.a. I.NB‐SO‐F11) bemängelt, dass diese zwar alle erforderlichen Maßnahmen zur Errichtung der geplanten Anlagen beinhaltet, allerdings keine Synergien bei der Verwendung geplanter Sperrpausen durch mehrere Gewerke genutzt wurden. Bei dem umfangreichen Sperrbedarf der oftmals gleiche bzw. ähnliche Sperrbereiche für die Arbeiten der Gewerke VA, OLA, EEA, KTB umfasst, ist es zur Erreichung der Ziele der Konzernstrategie „Fahren und Bauen“ zwingend erforderlich, zusammenfassbare Arbeiten parallel zu organisieren. Somit kann der Sperrbedarf im gesamten deutlich verringert und die Auswirkungen auf den Eisenbahnbetrieb auf ein Minimum reduziert werden. Durch die geringeren Sperrpausenanmeldungen und betrieblichen Beeinträchtigungen werden die Kosten für Baumaßnahme im gesamten geringer und diese damit wirtschaftlicher.
