Galileo emergency warning service.
The aim of this call for tenders is to award a contract to assess the potential deployment of a new, global, reliable and efficient emergency warning service (EWS) based on the Galileo infrastructure.
General objectives of this activity include:
i. identify across the globe the institutional actors of the EWSs and gather their EWS user needs;
ii. define the potential global EWS based on the Galileo infrastructure including the GNSS service centre and determine the service and mission requirements;
iii. determine the liabilities associated with a Galileo-based EWS;
iv. perform a preliminary analysis on the impact of the EWS deployment on the existing Galileo infrastructure including the GNSS service centre and associated operations;
v. determine the cost of the EWS from an infrastructure and operations point of view;
vi. perform a trade-off between the Galileo-based EWS and existing systems across the globe and analyse its benefits;
vii. demonstrate the EWS with a remote EWS user.

An authorised representative of each tenderer may attend the opening of the bids. Companies wishing to attend are requested to notify their intention by sending an e-mail to GROW-GP2-CALL-FOR-TENDERS@ec.europa.eu at least 48 hours in advance.
Section VI: Complementary information
In accordance with Article 18 of the GNSS Regulation (Regulation (EU) No 1285/2013 of the European Parliament and of the Council), it is considered necessary, in order to protect the essential interests of the security of the European Union and/or its Member States (MSs), to limit the participation to this procurement procedure to tenderers who are legal persons established in a participant State to the European GNSS programme (EU Member States, Norway and Switzerland) or natural persons who are nationals of an EU Member State, Norway or Switzerland. A legal person is to be considered as established in one of the MSs where the following conditions are met:
— the legal person is incorporated in one of the MSs, Norway or Switzerland, and
— the controlling shareholder(s) including the ultimate controlling shareholder are either natural persons of EU-28, Norwegian or Swiss nationality or incorporated in one of the MSs, Norway or Switzerland.
Within 2 months of the notification to the plaintiff, or, in absence thereof, of the day on which it came to the knowledge of the plaintiff. A complaint to the European Ombudsman does not have as an effect either to suspend this period or to open a new period for lodging appeals.
