Project Leadership Programme
IPA is undertaking market engagement activity ahead of its intention to formally re-procure the Project Leadership Programme, a development programme run for project delivery leaders in government. We expect to issue an ITT in July 2019. The current contract ends in March 2020.
Government projects are complex and delivered under intense political and public scrutiny, often in volatile and uncertain contexts. They can be of significant scale and uniqueness. Of critical importance to the IPA is to build project delivery capability through enhancing project leadership. To this end the IPA has established 2 key project leadership development programmes, 1 of which is the Project Leadership Programme (PLP).
PLP was launched in 2015. It is aimed at leaders who hold key delivery roles in major Government projects. The programme is currently delivered by a consortium led by Cranfield University School of Management.
The programme has enrolled since inception over 1 000 leaders from across 30 different government departments and delivers up to 6 cohorts a year of between 30 — 50 participants per cohort.
The current PLP is based on three key leadership competencies: leadership of self, commercial leadership and technical project leadership. Its content combines expert academic theory with practical hands-on learning. Its format currently includes 4 residential modules, elective classes, coaching and online tools such as bespoke 360º feedback and a participant information portal.
The current contract expires in March 2020 and it is the intention of the IPA to re-procure the programme.
This PIN does not however constitute a commitment by the IPA to commit to any procurement activity or award a contract but is to alert the market to some market engagement activity.

The Cabinet Office reserves the right to change any of the information given in this PIN or at the proposed market engagement event at any time. The purpose of this PIN is to give notice that the IPA is intending to undertake a tendering exercise from July 2019 to set up a new contract for the delivery of the Project Leadership Programme, and to advise potential market suppliers of a forthcoming supplier day which is taking place ahead of the formal procurement process.
The purpose of the day is to explain the business and learning requirement and the procurement strategy in more detail and the context of HM Governments work on building project and programme professional capability.
It will give suppliers the opportunity to ask questions, seek feedback, explore the scope for innovation and change and to input to the contracting approach.
The supplier day will be held on Monday 10.6.2019 in central London.

The IPA may decide to offer 1-2-1 discussions at the supplier day or post the event but this will be subject to levels of interest and procurement process considerations.
