The General Secretariat of the Council of the European Union (GSC) is seeking to renew its framework contract for provision of software as a service for a Digital Subscription Management System (DSMS).
The purpose of this call for tenders is the establishment of a framework contract with one supplier to configure and deliver a new Software-as-a-Service (SaaS) based DSMS, in order to maintain and expand the communication efforts tailored towards our stakeholders.
The framework contract resulting from the present procedure will cover the performance of a number of assignments in order to develop and implement the new DSMS for the GSC.

Within 2 months of the notification to the plaintiff, or, in absence thereof, of the day on which it came to the knowledge of the plaintiff an appeal has to be lodged with the General Court. A complaint to the European Ombudsman does not have as an effect either to suspend this period or to open a new period for lodging appeals.
Time limits are extended on account of distance by a fixed period of 10 days regardless of the place of establishment or habitual residence of the person concerned.
