DFID International Multi-Disciplinary Programme (IMDP) Framework Agreement
This is a Prior Information Notice (PIN) to advertise an Early Market Engagement Event (EME). In 2018, DFID intends to publish a new competition opportunity seeking to appoint Suppliers to the DFID International Multi-Disciplinary Programme (IMDP) Framework Agreement with an estimated contract value of between 1 000 000 000 GBP and 3 000 000 000 GBP. It is anticipated this Framework will be for a 24 month contract term with the option to extend for up to 24 months.
Successful organisations will provide advice and expertise to DFID and partner governments which may include but not be limited to the thematic areas of Climate, Conflict, Education, Environment, Governance, Security and Justice, Human Development, Social Development, Health, Humanitarian, Infrastructure, Livelihoods, Research and Procurement and Logistics. This is a Prior Information Notice only. The value of this Framework across the full life of the Framework (4 years) is between 1 000 000 000 GBP and 3 000 000 000 GBP.
Scope of Work.
1) DFID will establish an International Multi-Disciplinary Programme Framework Agreement (IMDP) with a range of suppliers to provide effective and cost-efficient programme delivery. The countries served by this Framework Agreement will be subject to change within the lifetime of the Agreement;
2) Successful organisations will work within an overarching Framework Agreement with an agreed commercial structure However, as work is required, Terms of Reference will be sent to all organisations in the Framework qualified within each Thematic Lot. This will be on the basis of Direct Award or a Mini Competition. If Direct Award Terms of Reference would only be sent to the selected supplier:
3) We wish to identify the right organisations able to deploy the right people to the right places at the right time. Across the spectrum, organisations will also need to be able to demonstrate strong professional / technical skills, programme management, reporting and performance management capability, and the ability to achieve value for money.
The framework will be structured across a range of Lots. In order to be included in the Framework successful organisations will need to qualify in at least one Thematic Lot. There are 2 lots per thematic area, Low value and High value. Suppliers may only bid for one lot per thematic area. The term will be for 24 months initially with the option to extend for up to 24 months.
Early Market Engagement Event:
An Early Market Engagement Event will be arranged to inform the route to market which may or may not be Open Procedure and to establish the format of the Lots.
This Early Market Engagement is in two parts:
Part 1: Early Market Engagement questions. Instructions for access to these questions and registration for part 2 presentation can be accessed via stages 1 and 2 below.
Part 2: Virtual event comprising a recorded presentation including feedback and clarification on questions posed from the market in part 1.
Date of Event: The Date the recorded presentation will be released will be notified via the DFID Supplier Portal. The recorded presentation will address any questions submitted via the Survey link below.
Deadline to Register: Friday 29.6.2018 at 17:00 (UK time).
