Abschnitt II: Gegenstand
Asker Municipality, c/o Environment and Transport, Waste and Recycling Department, invites tenderers to an open tender contest for the procurement of waste containers.
The contracting authority would like to enter into a framework agreement for the procurement of plastic containers with wheels and lids for the collection of various fractions of household waste, including containers for food waste, residual waste, plastic packaging, cardboard packaging, paper, drinking cartons and glass and metal packaging.
Asker Municipality, c/o Environment and Transport, Waste and Recycling Department, would like to enter into a framework agreement for the procurement of plastic containers with wheels and lids for the collection of various fractions of household waste, including containers for food waste, residual waste, plastic packaging, cardboard packaging, paper, drinking cartons and glass and metal packaging. See Annex 1 for further information.
The contracting authority will have a unilateral option for up to a 2-year extension of the framework agreement.
Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
Requirement: tenderers are required to have a legally established company.
— Norwegian tenderers: company registration certificate,
— Foreign tenderers: Proof that the company is registered in a trade register or a company register as prescribed by the legislation in the country where the tenderer is established.
Tenderers must have the required economic and financial capacity to fulfil the contract.
If for valid reasons the tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove the economic and financial standing with any other document that the contracting authority is able to accept/finds suitable. Companies without sufficient credit rating, newly started companies with a credit rating of AN, some individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such cases the requirement for satisfactory credit rating can be complied with by presenting alternative documentation which must be included as a part of the tender.
Tenderers must have the economic capacity/provide assurance that the tenderer will be financially viable to fulfil the entire assignment/contract — the company is required to be credit worthy (Rating A, Bisnode Norge AS or equivalent).
Asker Municipality will obtain credit ratings from Bisnode Norge AS.
— the tenderer shall have good experience from similar assignments,
— tenderers must have a good environmental management system,
— tenderers must have a good environmental management system.
Requirement: tenderers must have good experience from similar deliveries.
Description of the tenderer's three most relevant contracts in the last 3 years. The description must include a statement of:
— a brief description of the assignment,
— The value of the assignment,
— recipients (name, telephone number and email).
It is the tenderer's responsibility to document relevance in the description.
Requirement: tenderers must have a good quality assurance system.
Documentation: a description of the tenderer's quality assurance methods.
If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
Requirement: tenderers must have a good environmental management system.
Documentation: a description of environmental measures that have been implemented in the business.
If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
Tenderers are obliged to meet the requirements regarding wages and working conditions in public contracts, dated 8 February 2008.
If a Norwegian tenderer (manufacturer or importer) uses packaging, documentation must be submitted at the latest by the signing of the contract, confirming that the tenderer is a member of a recycling scheme or that they fulfil the obligations through their own recycling scheme with their own scheme for final treatment where the packaging is taken care of in an environmentally sound manner (Grønt Punkt Norway AS or an equivalent recycling scheme). The requirement is a part of the contract.
