Islington Mill currently supports and hosts a cluster of some 100 permanent creative ventures with a further 75 to 100 ventures supported via established networks across Greater Manchester. Islington Mill Arts Club have secured a 25-year lease from the current owner of Islington Mill to continue and add value to the creative sector in Salford and Greater Manchester.

Islington Mill Arts Club CIC (IMAC) are now seeking to appoint a multi-disciplinary consultancy team to progress the design and contract administration services for two Grade II listed buildings, Islington Mill and New Islington Mill, Salford. The projects involves making repairs and alternation to create additional managed workspace units for creative small to medium enterprises alongside maker and event space as part of a wider programme of investment for the creative sector known as ‘The Other City’.

IMAC have secured funding from Heritage Lottery Funding, Arts Council and Salford City Council to provide additional managed workspace and improved access at Islington Mill.

The Council is also in the process of applying to secure European Development Funding (ERDF) to provide new managed workspace for the creative sector to expand into the adjacent New Islington Mill. A decision on the ERDF funding is expected by June 2020.

If the ERDF funding bid is successful, funding arrangements will be in place from Salford City Council and IMAC to finance the costs of both projects (Islington Mill and New Islington Mill).

Should the funding bid be unsuccessful, then this contract notice will become void and IMAC will continue to deliver the project at Islington Mill utilising funding that they have already secured.

II.2.4)Description of the procurement:

A multi-disciplinary consultancy team to manage and deliver Islington Mill and detailed design, manage and deliver New Islington Mill Grade II listed buildings, through RIBA Plan of works stages 4-7 to BREEAM very good rating.

The scope of the services required include project management, cost consultancy, architecture, structural engineering, BREEAM assessment, mechanical and electrical engineering, health and safety, heritage, ecology and procurement.

It is anticipated that the consultancy team will be appointed in July 2020 and work towards supervising the building works and administering the contract through to the end of 2022. This is likely to be a phased contract that is currently programmed as follows:

— Islington Mill — September 2020 to August 2021 (plus a 12 month defects liability period taking the contract to August 2022),

— new Islington Mill — February 2021 to December 2021 (plus a 12 month defects liability period taking the contract to December 2022).

II.2.14)Additional information

Designs for Islington Mill have already been progressed up to and including RIBA Plan of Work 2020 (Spatial Co-ordination Planning consent for these works was obtained in July 2019).

Islington Mill Arts Club has recently commissioned their existing multi-disciplinary team to progress design on Islington Mill to RIBA Plan Of Work 2020 stage 4 (Technical Design). This will include ensuring that the scheme meets BREEAM very good@ standards (a requirement for ERDF). This commission will be concluded by June 2020.

Designs for New Islington Mill have already progressed up to and including RIBA Plan of Work 2020 stage 3 (spatial co-ordination). An application for planning consent for this works has been made with a decision expected din May 2020.

The project includes the following: roof replacement, new lifts shafts and staircases, new entrances and window openings, internal alterations to create workspace units, including artists residency rooms, gallery and making/event spaces.
