The European Parliament has decided to launch this invitation to tender procedure for the cleaning of the premises and maintenance of green areas and indoor plants of the European Parliament Information Office in Athens.
It involves the cleaning and maintenance of green areas and ornamental plants, carried out on both a regular basis (consistently over time) and an exceptional basis (whenever necessary).
The contract's performance period is set at 5 years from the date of contract signature.
This public contract involves general contracting. Tenders must be submitted for the entire contract and expressed in euro.

Payments will only be made if the contractor has fulfilled all his contractual obligations on the date of sending his request for payment.
Invoicing procedures are as follows:
— invoices will be issued on the basis of services effectively carried out, certified to that effect by the document confirming satisfactory service provision, drawn up by the Information Office, setting out the volume of services, calculated using the bill of quantities and prices as quoted by the contractor in his tender.
Each request for payment must quote the number of this contract – 06A40/2015/DC/M016 – and be accompanied by corresponding invoices and the document confirming satisfactory service provision.
The contractor must send any request for payment or credit note relating to the performance of this contract to the following address:
European Parliament, Mail Service (invoice registration), Konrad Adenauer Building, Office 00E006B, plateau de Kirchberg, 2929 Luxembourg, LUXEMBOURG.
The contractor must send the European Parliament requests for payment or credit notes using envelopes or packages, or equivalent means, which must be clearly and identifiably marked 'Demande de paiement' or 'Note de crédit'.
Payment of sums owing for performance of this contract is due within 60 calendar days. Payments are considered made on the date on which the European Parliament's account is debited. The payment period may be suspended by the European Parliament at any time following receipt of the request for payment, by notifying the contractor that his request cannot be honoured, in order to check if the amounts are correct and owing, or in order to request any missing supporting documents that the contractor can usefully provide without the request for payment being rejected.

Groupings of economic operators may tender if their members are jointly and severally liable. This may involve an entity with or without legal personality: a consortium, a private agreement or any other appropriate form of cooperation. Prior to contract signature, the European Parliament reserves the right to request that the grouping awarded the contract assume a specific legal form if this is necessary for satisfactory performance of the contract.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: participation in this invitation to tender procedure is open on equal terms to all natural persons, legal entities and public bodies who fall within the scope of the treaties — particularly all natural persons, legal entities and public bodies from a Member State of the European Union — and to all natural persons, legal entities and public bodies of non-member countries which have entered into a special agreement with the European Union in the public procurement field, under the conditions laid down in this agreement.

— list of services similar to those required in this contract, provided over the past 3 years, with details of their values, dates, locations and surface area of the building; the major services must be accompanied by certificates of satisfactory performance, stating whether they were carried out in accordance with the rules of the trade and satisfactorily completed (Annex I to be filled in),
— certificates drawn up by independent bodies attesting that the tenderer complies with the environmental management standards or systems relating to the European Union's eco-management and audit scheme ('EMAS') or other environmental management standards based on European or international standards in the field drawn up by recognised bodies. The European Parliament recognises equivalent certificates from bodies based in other Member States. It shall also accept other evidence of equivalent environmental management measures provided by the tenderer.
Minimum level(s) of standards possibly required:

— performance, during the past 3 years, of at least 3 projects for services similar to those required in this contract, in professional buildings with a surface area of at least 2 000 m2,

— certification in accordance with the EMAS/ISO 14001 environmental management standard or equivalent or, if they have no certification from an approved body, a solemn declaration certifying that they have an equivalent in-house quality system.

The European Parliament shall organise a single site visit to take place on 3.9.2015 (10:30) on the premises of the European Parliament Information Office in Athens. Up to 2 representatives per company may attend. To prepare your entry pass, please send via e-mail (inlo.ao-lux@ep.europa.eu) your company name and the name, position, identity card number and date of birth of the participants, 2 working days before the visit. Your representatives must carry a valid form of identification.

Once your representatives have been accredited, the European Parliament will provide you with the access procedures and the location of the meeting point and invite you to the visit.
The European Parliament will compile a report at the end of the site visit, which will be annexed to the document providing additional information below. Any travel costs relating to the site visit are to be borne by tenderers and will not be reimbursed by the European Parliament.
Participation in the site visit is mandatory: only those who attended will be permitted to tender. Your participation will be confirmed by you signing the attendance list.
