DfI TNI — T1067 Strathroy Link Road and Flood Wall.
The contract is for all permanent and temporary works associated with the provision of a new single carriageway road and bridge across the River Strule in Omagh that links the A5 Beltany Road with the B48 Gortin Road via the U1528 Strathroy Road Link to the north east. This construction contract includes the following principal work activities: 1. Construction of a reinforced and pre-stressed concrete river bridge; 2. Major earthworks including cuttings, embankments and pre-earthworks drainage; 3. Construction of approximately 1 200m of new single carriageway road; 4. Construction of a roundabout; 5. Construction of a flood protection wall at Hunters Crescent; 6. Management of temporary traffic arrangements to maintain traffic flows.

For the purposes of this exercise a tie for 6th place is deemed to occur where 2 or more Economic Operators have identical scores or a score within 2 marks (out of a score of 100) of the 6th place score.

The evaluation of submissions (PQQPs or TSPs) will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis stated in II.2.4) Award Criteria. All documents will only be available online through the eTendersNI portal. 1. The documents may be downloaded up to the closing date and time for the submission. Submissions must be completed and returned to the contracting authority using the online eTendersNI portal, to arrive not later than the time and date as stated in IV.2.2) The contracting authority is utilising an electronic tendering system to manage this procurement and to communicate with Economic Operators. Accordingly, it is intended that all communications with the contracting authority, including the accessing and submission of tender responses, will be conducted via eTendersNI. The successful contractor's performance on the contract will be regularly monitored. If a contractor fails to reach satisfactory levels of contract performance they will be given a specified time to improve. If, after the specified time, they still fail to reach satisfactory levels of contract performance, the matter will be escalated to senior management in the Department for further action. If this occurs and their performance still does not improve to satisfactory levels within the specified period, it may be regarded as an act of grave professional misconduct and they may be issued with a Certificate of Unsatisfactory Performance and the contract may be terminated. The issue of a Certificate of Unsatisfactory Performance will result in the contractor being excluded from all procurement competitions being undertaken by Centres of Procurement Expertise on behalf of bodies covered by the Northern Ireland Procurement Policy for a period of 12 months from the date of issue of the certificate.
