This Invitation for Tenders follows the General Procurement Notice for this project which was published on 22 Nov. 2013.
Bosnia and Herzegovina Railway Public Corporation and the Railways of Federation Bosnia Herzegovina – (ZFBH) hereinafter referred to as "the Employer", intends using the loan granted by the EBRD (European Bank for Reconstruction and Development) and EIB (European Investment Bank) (the Banks), towards the cost of:
"Contract for Major Track Overhaul and Tunnel Rehabilitation Works Railway Corridor Vc, Sarajevo-Bradina"
This Tender is implemented in accordance with EBRD Procurement Policies and Rules May 2010.
1. The Employer now invites sealed tenders from Contractors for the following contract SoW to be funded from part of the proceeds of the loan:
• The Works subject to this tender bid refers to track overhaul on section Rasputnica Miljacka-Bradina along railway line Sarajevo-Capljina. The track overhaul shall include improvement of the substructure and drainage system, replacement of ballast (35,5-63,0 mm), replacement of rails, sleepers, fastening and point switches on the open line and running lines.
The tunnel "Ivan" (3,22 km) must be rehabilitated with Concrete sleepers embedded in a concrete slab. The scope of works includes Detailed Design. Restoration of some bridges and underpasses with waterproof membrane and plastering.
• Rehabilitation of OCL on the line section Sarajevo-Bradina.
It is estimated that the construction Contact for this project shall last for the period of 15 months plus 12 months of DNP.
2. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria including those inserted in the tables attached to the tender document:
The audited balance sheets for the last five (5) years (i.e. 2009, 2010, 2011, 2012 and 2013) shall be submitted and must demonstrate the soundness of the Tenderer's financial position, showing long-term profitability. Where necessary, the Employer will make inquiries with the Tenderer's bankers.
The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 years (i.e. 2009, 2010, 2011, 2012 and 2013) of not less than 30 mill EURO. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 6 (six) months, estimated as not less than 7 mill EURO.
The Tenderer, in the capacity of prime contractor, must have successfully completed (the Taking-Over Certificate has been issued) at least 3 contracts (each project of minimum EUR 30 million value) of a nature and complexity comparable to the proposed contract (railway rehabilitation/construction works) over the last 5 years 2009, 2010, 2011, 2012 and 2013
One of those two contracts or contract, in addition related to railway project, should comprise tunnel consolidation of at least 5 mil Euro.
The tenderer shall own, or have assured access, as minimum to (through hire, lease, purchase agreement):
1 Concrete Plant - 1 Crushing Plant - 10 Dumper Trucks - 3 Locomotive or track hauling vehicles - 5 Mobile elevator Work Platforms - 2 Ballast Distribution Trains STD - 1 Sleeper Distribution Train SDT - 2 Rail cutting equipment - 1 Ballast stabilisator - 4 sets AT welding equipment - 2 Rail drilling machines
The Tenderer, as minimum, shall provide suitably qualified personnel to fill the following positions:
1 Project Manager; 10 years/ 10 Years similar project
1 Site Manager; 10 years/ 5 Years similar project
2 Railway Catenary Engineers; 10 years/ 5 Years similar project
2 Engineer Track Overhaul; 10 years/ 5 Years similar project
1 Tunnelling Engineer; 10 years/ 5 Years similar project
1 Quantity Surveyor; 10 years/ 10 Years similar project
1 Signalling + Telecom engineer; 10 years/ 5 Years similar project

Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched by courier; however, no liability can be accepted for their loss or late delivery.
The documents will be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee.
All tenders must be accompanied by a tender security of 750.000 Euro or its equivalent in a convertible currency.
Tenders must be delivered to the office at the address below on or before 22nd September 14:00 local time at which time they will be opened in the presence of those tenderers' representatives who choose to attend.
