Soft Facilities Management Services
To provide a range of services including: cleaning, catering, portering, security, pest control, window cleaning, linen and laundry, clinical and domestic waste and helpdesk to Homerton University Hospital NHS Foundation Trust.
Extension of the current contract for a further 3 years to allow for the continued provision of a range of services including: cleaning, catering, portering, security, pest control, window cleaning, linen and laundry, clinical and domestic waste and helpdesk to Homerton University Hospital NHS Foundation Trust.
Afdeling IV: Procedure
The Trust relies on the ground set out within Regulation 32(2)(b)(ii) (Use of the negotiated procedure without prior publication) of the Public Contracts Regulations 2015. For technical reasons, the services can be provided only by a particular tenderer, namely ISS Mediclean Ltd. ISS is currently providing the Trust with soft FM services under a contract procured in 2015. The current contract was procured for a period of 5 years with options to extend for a further 2 years expiring 2022. The Trust is in the process of embarking on a number of critical and complex changes to the Hospital estate which are programmed to take place over the next 5 years. These include major changes to the operating theatres within the Hospital, fire compartmentation works, changes to the pathology service and replacing sections of critical pipework throughout the Hospital estate. The nature of the works taking place (involving a range of contractors) will introduce significant changes to the fabric and operation of the Hospital and throughout these works patient, visitor and staff health and safety is of the utmost importance. The Trust has therefore concluded that a period of stability is required in its facilities management services, to ensure that these critical services can continue to be delivered with the same personnel and processes in place, until such time as the major change programme is completed. A change of facilities management supplier at this stage would introduce significant risk, at a time when there are already substantial works projects (each with their own significant risks) under way. Additional investment will also be made in the facilities management equipment during this period, to ensure that the services can continue to be delivered to the same standard ensuring patient, visitor and staff health and safety. The Trust has undertaken a benchmarking exercise and is satisfied that the proposed additional 3-year extension of the ISS contract represents value for money for the services which are being delivered (most if not all of which fall under the Light Touch Regime). These services can only be provided by the present supplier because of the operational constraints and risks associated with a change of supplier during the next critical 5-year period.
