II.3)Description of the field or fields covered by the call for expressions of interest
Rental of office and event furniture for short periods, such as: various tables (office, meeting, coffee, standing etc.), various chairs (visitors, swivel, stools, reception), individual armchairs, sofas (of different sizes) and plants. Unless otherwise specified (and prices adjusted), the contractor must ensure delivery to the unloading bay indicated in point II.2 above and installation and placement in the destination premises (as well as reverse operations at the end of the rental period).

1. Any intention to subcontract any part of the contract must be clearly indicated in the request to participate. Candidates must provide:
— a document clearly identifying the identity, roles, activities and responsibilities of the subcontractor(s) and specifying the volume/proportion of services that each subcontractor would provide,
— a letter of intent from each subcontractor indicating an unambiguous commitment to cooperate with the tenderer if the contract is awarded to them, and specifying the extent of the resources it will make available to the tenderer for the performance of the contract.

Subcontractors must provide the form "Legal Entity" (available here: http://www.consilium.europa.eu/fr/general-secretariat/public-procurement/), together with evidence and the declaration concerning the exclusion and selection criteria (solemn declaration, available here: https://etendering.ted.europa.eu/cft/ cft-display.html?cftId=3710). The exclusion criteria will be applied to each individual subcontractor. The selection criteria will be applied to the candidate(s)/subcontractor(s) as a whole. Subcontractors who do not meet any of the selection criteria must indicate 'No' in the corresponding box of the exclusion/selection declaration.

II.7)Additional information
All candidates must provide a solemn declaration, duly signed and dated by an authorised representative, indicating that they are not in one of the situations giving rise to exclusion listed under 'Exclusion criteria' and 'Selection criteria'. A solemn declaration must also be provided by all members of a group/consortium and all subcontractors.


Section III: Legal, economic, financial and technical information

III.1)Legal form to be taken by the grouping of suppliers, contractors or service providers to whom a contract might be awarded
Participation in this tender procedure is open on the same terms to all natural and legal persons falling within the scope of the EU treaties, and to all natural and legal persons located in a third country with which the European Union has signed a special agreement on public procurement under the conditions laid down in this agreement. Where the multilateral agreement on government procurement concluded within the framework of the World Trade Organisation is applicable, participation in this invitation to tender will also be open to nationals of States which have ratified that agreement, under the conditions it lays down.
1. Groupings/consortia of 2 or more economic operators may present a request for joint participation. Requests for joint participation may include subcontractors in addition to the joint tenderers.
2. The group/consortium must indicate the name of the lead company and the single point of contact during the procurement procedure.
3. Each group/consortium member must provide the declaration of exclusion criteria and selection criteria. The exclusion criteria will be applied to each individual group/consortium member. The selection criteria will be applied to the group/consortium as a whole. Group members who do not meet the selection criteria individually must indicate 'No' in the corresponding box of the solemn declaration relating to the exclusion/selection criteria.
4. In addition, each group/consortium member must provide a document:
— authorising the lead company to tender and sign a contract on behalf of the group/consortium and issue invoices on behalf of all members,
— specifying the role that each member of the group/consortium will play in the contract’s implementation and indicating what specific resources will be made available for the performance of the contract by each member,
— expressly stating that the members of the group/consortium are jointly and severally liable before the contracting authority and undertake jointly to perform the contract if the contract is awarded to them.
5. Any alteration in the composition of the group/consortium during the procurement procedure may lead to the rejection of the corresponding tender. Any alteration in the composition of the group/consortium after the contract has been signed may lead to its termination.

IV.3)Selection criteria
— At least 3 years’ professional experience for the type of services required.
Documents to be provided/evidence: documents proving professional and technical competence and at least 3 years' professional experience for the type of services required.
— In the last 3 years, candidates must have completed:
— at least 3 contracts of an equivalent nature (rental of office furniture) for at least 60 office spaces, or,
— at least 3 furniture rental contracts for events with more than 60 people.
Documents to be provided/evidence: a list of the main services of an equivalent nature to those requested, carried out during the last 3 years. For each contract mentioned, the candidate must provide the amounts, dates, names and contact details of the public or private recipient. In particular, the candidate must submit detailed information on the nature and quantity of the services provided for the main contracts performed.
— Technical capacity to deliver the rented furniture.
Documents to be provided/evidence: a description of the company's organisation and proposed delivery solutions.
— Have a diversified range of products for rent with at least the following categories: classic office furniture, design furniture, lounge furniture.
Documents to be provided/evidence: a list of the products offered or the catalogue of products accompanied by the description of the different categories represented.

VI.2)Additional information
The contracting authority will draw up a list of candidates meeting the selection criteria set out above. Whenever a contract is to be concluded in the field described in point III.1, the contracting authority will invite all candidates on the list to submit a tender. The resulting list will only be used for contracts not covered by Directive 2014/24/EU of the European Parliament and of the Council. It is expected that the first invitation to tender resulting from this call for expressions of interest will be launched in September 2018. We therefore recommend that interested economic operators send in their request to participate as soon as possible. Candidates will be informed of the outcome of their applications.
