Main site or location of works, place of delivery or of performance: The tasks are to be performed at the premises designated by the service provider with the exception of the EASME or the Commission's premises as well as venues for the organisation and attendance of events as requested by these tender specifications. A maximum of 30 coordination meetings with the EASME and/or the European Commission will be held in Brussels.
Unless otherwise agreed between the contracting parties, meetings between the contractor and the EASME will be held in Brussels.

EASME wishes to select a contractor to operate the established assistance mechanism that will provide guidance for public and private organisations and their members, research institutions and universities, institutional and private investors, as well as promoters and other stakeholders wishing to put forward and/or develop projects to implement the action plan.
The successful implementation of the action plan relies on an effective cooperation between the contractor managing the assistance mechanism, the EC, the ASG, and EASME. Whilst the EASME and EC should have overall oversight of the tasks and responsibilities carried out by the assistance mechanism, the assistance mechanism should be run autonomously and proactively and provide independent support to stakeholders in implementing the action plan. The assistance mechanism should also cooperate with the concerned Member States to ensure a successful implementation of the action plan.
The contractor will take over the current assistance mechanism which will have been active from 31.7.2014 to 31.1.2016. Handover details are provided in Section 1.6.
In addition to providing support to stakeholders for the implementation of the action plan the contractor will execute monitoring tasks and assist the EC in the preparation of a midterm review of the implementation of the action plan before the end of 2017.
