Framework Agreement for Supported Living for Adults
Norfolk County Council wish to establish a multi supplier Framework Agreement for the provision of supported living accommodation and support. The support will be a mixture of scheme (accommodation) based and floating support / outreach services. This framework will be part of a wider transition project to transform our Supported Living services. Lot 1: is for providers of the support to service users with Learning Disabilities. This lot is aimed at enabling service users and providing them with the opportunities to develop their skills, independence and to achieve their personal outcomes.
The Framework will be for 5 years from 1.10.2018, with the option to extend for up to a further 5 years; subject to agreement of Norfolk County Council with the service providers. The Council is subject to the Public Contracts Regulations 2015, and will be carrying out this procurement in accordance with the Light Touch Regime which applies to social services. The amount quoted is an estimate as usage will be based on need.

Further to Paragraph 3 of the Best Value Statutory Guidance issued by the Secretary of State for Local Government in September 2011, Norfolk County Council wish to consult with providers, prior to the OJEU notice being published. 45 minute appointments have been made available in early July on a first come first served basis. These meetings will inform providers of our intentions and what we hope to achieve, to ascertain what potential providers see as areas of risk, to discuss the specifications, contractual terms and what (if anything) would stop interested parties from applying. if you wish to make use of this opportunity you should request an appointment by registering on in-tend using the reference NCCT41317 and using the correspondence facility to email me with your contact details and I will contact you to arrange.
The Framework Agreement differs from those let under the non light touch regime in that the Council, exercising its flexibility, may let the framework agreements for longer than 4 years and may periodically open the framework for new applicants and/or new lots. The Council intends to let a Light Touch Regime Framework Agreements under Regulations 74 to 77 of the Public Contract Regulations 2015 (Light Touch Regime), under which the Council has flexibility as to the processor procedure to be used when purchasing certain services of which this is 1.
