The overall objective is to exercise and test the knowledge and experience gained from participation in the mechanism training course programme and elsewhere by conducting to a very high standard, participant-focused table top and field exercises by developing a number of innovative but realistic scenarios of international deployments suitable for exercising in a safe environment, undertaking certification and/or reclassification of registered civil protection modules/TAST, other capacities of the voluntary pool, other capacities registered in CECIS and mechanism experts — EUCPT. National risk assessments, recent disaster trends, previous activations of the mechanism, lessons learned from previous activations of the mechanism and from previous exercise cycles, should be taken into consideration when developing exercise scenarios which should also be in the context of the particular country where an exercise will be conducted.

The contractor shall plan, conduct and self-evaluate 5 tabletop exercises. Each exercise shall have a capacity of a minimum of 27 participants (consisting of 20 key personnel of modules, 2 key personnel of TAST or at least TAST-trained plus 4 Union mechanism-trained experts plus an ERCC liaison officer to establish an on-site coordination hub as part of the exercise) and the full participation of at least 3 virtual modules, in each exercise. In addition all scenarios except those designed inside Europe, should provide for having the participation of an experienced UNDAC member, (preferably also mechanism trained) also participating and working in collaboration, alongside the EUCPT. It is also envisaged that during the life of this contract a maximum of 12 key personnel from third countries (Albania, Bosnia and Herzegovina and Kosovo) may be invited to participate in the exercises.

The contractor shall plan, conduct and self-evaluate 3 field exercises. 1 exercise shall have a capacity of participation of 5 civil protection modules from different participating states, 2 exercises shall have a capacity of 4 civil protection modules from different participating states, and the full participation of at least 3 virtual modules in each exercise, and/or at least 4 other comparable capacities of the voluntary pool, totalling 4 or 5 participating modules or capacities in addition to the virtual modules as set out above, and in all cases a EUCPT shall be simulated and role played by EU mechanism experts. It is also envisaged that during the life of this contract that multinational modules including third countries (Albania, Bosnia and Herzegovina and Kosovo) may be invited to participate, under the same financial arrangements as mechanism participating modules.
