Occupational Health, Employee Assistance Programmes and Eye Care
Crown Commercial Service, as the Authority, intends to put in place an agreement for the provision of occupational health, employee assistance programmes and eye care services for use by Central Government and UK public sector bodies.
The indicative lotting structure will be:
Lot 1: Full Service Provider
Lot 2: Occupational Health Services
Lot 3: Employee Assistance Programmes
Lot 4: Occupational Health services – Regional supply
Lot 5: Eye Care Services.
Further information is included in the Additional Information section VI.3).
Full Service Provider
This lot will allow customers to scope their OH and EAP services from a single service provider. Suppliers in this lot must be able to provide OH and EAP services as a minimum.
The scope will include all OH and EAP services to be supplied to customers with requirements in all parts of the United Kingdom and some of the services to overseas based employees.
Occupational Health Services
Lot 2 covers occupational health services comprising:
Attendance management referrals, pre‑appointment/pre‑enrolment checks, ill health retirements. Health surveillance, fitness for Task/safety critical work, immunisations/vaccinations/inoculations, workstation and workplace assessments, other specialist services, OHS guidance and education and policy and strategy advice.
Suppliers in this lot will be required to provide OH services to customers with requirements in all parts of the United Kingdom and some of the services to overseas based employees.
Employee Assistance Programme
Lot 3 covers employee assistance programmes services comprising:
Counselling support, therapeutic interventions, advice and information, trauma and critical incident support, management support, Health and well‑being promotion.
Counselling for overseas staff, additional management support, harassment and bullying, and mediation.
Suppliers in this lot will be required to provide EAP services to customers with requirements in all parts of the United Kingdom and some services to overseas based employees.
Occupational Health Services — Regional Supply
Lot 4 covers occupational health services comprising:
Attendance management referrals, pre‑appointment/pre‑enrolment checks, ill health retirements; health surveillance, fitness for task/safety critical work, immunisations/vaccinations/inoculations, workstation and workplace assessments, other specialist services, OHS guidance and education and policy and strategy advice.
Suppliers in this lot will be required to provide OH services to customers in specific regions within the United Kingdom and not those customers who have a presence in all these regions or overseas.
Eye Care Services
Lot 5 covers core and non‑core eye care services comprising:
— eyesight testing service for VDU Users that meets the Health and Safety (Display Screen Equipment) Regulations 1992 (as amended in 2002),
— specialist eye sight testing and safety eyewear.
Suppliers in this lot will be required to provide eye care services to customers with requirements in all parts of the United Kingdom but not overseas.
Section IV: Procedure
Section VI: Complementary information
Crown Commercial Service (CCS) and Civil Service Employee Policy (CSEP) intend to establish a replacement framework for the provision of OH, EAP and eye care services. The contracting vehicle will be available to central government (CG) departments, their respective agencies, non-departmental public bodies, arm's length bodies and the wider public sector. The objective of this procurement is to develop a revised contracting vehicle to replace Framework RM3795.
The new contracting vehicle is likely to include the provision of the following: (this list is not exhaustive and subject to change)
OH: online portal, telephone services, management referrals and reports, surveillance services; fitness for task and safety critical services; immunisations/vaccinations/inoculations/medications and blood tests; workstation and workplace assessments; OH guidance and education and policy and strategy advice; other specialist services.
— online portal, telephone services, counselling support: therapeutic interventions; advice and information; trauma and critical incident support;
— management support, health and well being promotion; counselling for overseas staff; additional management support; harassment and bullying support and mediation services
— eye sight testing for VDU users and dispensing;
— specialist safety eye sight testing and eyewear.
It is anticipated that the framework duration will be a 3-year period with the option to extend for an additional year (3 + 1).
CCS will be running a supplier engagement session with regards to a new procurement for RM6182 occupational health and employee assistance and eyecare. The session date is to be confirmed, and will take place in the form of a webinar.
The session will be limited to a maximum of 1 delegate per organisation.
