Award of a Service Contract on Software Implementation and Operation of a Transnational Electronic Reporting System (ERI System)
The subject matter of the procurement procedure is the award of a service contract for the software implementation, operation, software support and maintenance of a transnational Electronic Reporting System (ERI System) based on a detailed technical specification made available by the participating contracting authorities.

Change requests will be an optional part of the procurement. Altogether, the contract focussing on the software implementation is planned to last until the end of 2021. After successful implementation and acceptance, the software support and maintenance with an envisioned period of 2 years starts.

Section III: Legal, economic, financial and technical information
Express reference is made to the possible requirement of an official decision for the permissibility of exercising an activity in Austria and to the obligation pursuant to Section 21 and 194 of the Austrian Public Procurement Act 2018 [Bundesvergabegesetz 2018]. Sections 21 and 194 of the Austrian Public Procurement Act 2018 oblige applicants or tenderers, who are established in the territory of another contracting party to the EEA-Agreement or in Switzerland and who are required to obtain an official decision regarding their professional qualifications in order to carry out an activity in Austria, to initiate a procedure aimed at this as soon as possible and in any case before the expiry of the tender submission period. For regulated trades (Section 94 of the Austrian Trade Act 1994), reference is made in this respect to Sections 373a to 373e of the Austrian Trade Act 1994.

The tender is an eProcurement procedure: all communication with bidders and all information and document exchange between the bidders and the awarding entity, in particular submission of participation requests and bids, shall only occur electronically via the tender platform of ANKÖ.
