EC0681 PQQ Main Contractor ECA Building PQQ return date is no later than 12:00 on 28.8.2015.
1. Scope of Work:
The University requires to appoint a Main Contractor to assist the University in refurbishing and upgrading the main building at ECA.
The works will be carried out in two phases (north/south split) while the other half of the building remains in operation. The changeover between the 2 phases must occur over a summer period and therefore the approximate dates for the 2 phases are as follows:
Phase 1:June 2016 — September 2017
Phase 2:September 2017 — December 2018
The removal of asbestos from the Phase 1 has commenced and will be completed by February 2016 and or earlier. This separate asbestos contract also includes enabling works to separate the building into 2 phases and the dividing wall forming part of these will be left in place at the end of these works.
The Main ECA Building, which acts as the central hub of the Lauriston Place campus, is a 12 000 m2 red sandstone building built over 3 principal floors. The building is Grade A Listed.
The scope of works includes :
— Removal of asbestos from Phase 2 area (using named framework contractors)
— Re-slating all roofs, including new lead work
— Possible solar photovoltaic installation
— Replacement of all roof lights, day lights etc.
— Insulation to attic space
— Essential stone repairs
— New double glazed units in existing window frames
— Replacement of all M&E systems
— Repairs to existing finishes
— Refurbishment of existing toilets
— Fire protection improvements
— Alterations to form new Photography Department
— Alterations to form improved Workshop entrance
— Alterations to form new temporary entrance during Phase 2
— New multi-function studio space in West Court
— Redecoration
2. Procurement Overview
PQQ stage the short-listing decision shall be based on passing the minimum standards (pass/fail) sections of this document as well as on the results of the scored questions listed within the PCS-T Technical Envelope and we will take the six highest scoring Suppliers through to the ITT stage and they will be invited to tender.
The ITT stage will comprise of a contract sum based on tender documentation and a further questionnaire. The questionnaire will be marked and the tender evaluated and both will be weighted to get final cost / quality mark. If applicable all companies selected for the ITT stage will be invited to interview and the marks will be incorporated into the quality score.
Award criteria to apply will be based on Quality 30 % v Price/cost 70 %
