The Council wishes to engage a Principal Contractor to carry out the Construction of a Vehicle Maintenance Building and associated external works within the existing Pottery Street Depot, Greenock. The purpose of this market brief and its appendices is to advise potential tenderers of the scope of the project, the extent of the work they will require to undertake and the conditions applicable to the appointment. It also directs applicants as to the information they should submit in order to have their application to tender considered.
As part of its Asset Management Plan, Inverclyde Council has developed a strategy to accommodate council staff, vehicles and equipment in fewer more centralised depots. The first two major phases of the plan are complete/underway and following phases will see the construction/refurbishment of office accommodation etc.
The Council wishes to appoint a Principal Contractor to carry out the construction works for the Vehicle Maintenance Building and associated external works. The Proposed method of procurement is a traditional contract using the SBC/Q/Scot (2011 Edition) Standard Building Contract with Quantities for use in Scotland.
In order to be considered bidders must demonstrate a proven track record in the construction of projects of a similar size, value and nature to the proposed project.

It is proposed to construct a new building to house all maintenance works on the Council's vehicles (grass cutting equipment, vans, refuse vehicles, gritting lorries etc). The works will include;

In-situ concrete mezzanine floor for office accommodation
Insulated aluminium wall panels and curtain walling
Standing seam roof
Industrial roller shutter doors
Specialist fit-out of vehicle maintenance area

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.

The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Commencement Date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Public Contracts Scotland procurement portal (www.publiccontractsscotland.gov.uk) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority's economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
Submissions which meet these criteria will be further considered and evaluated. Responses to the PQQ (Section 2 Parts J-L), together with any supporting material, will be evaluated and scored. The weightings applied to different questions are detailed in Appendix 1. Following this process, the six highest scoring applicants will have their references checked. If these references prove to be satisfactory, the six highest scoring applicants will be invited to submit tenders and will be issued with the appropriate tender documents. Tenders will be assessed on the basis of the most economically advantageous tender in terms of 1. Tendered rates (price) — weighting 95 % and 2. Community Benefits/Targeted Recruitment and Training response — weighting 5 %.
