Consultant Services for Technical Assistance during implementation phase to the Skopje Wastewater Treatment Plant, North Macedonia
The services shall entail provision of assistance to the Promoter in achieving the overall Project objective and to deliver the Project in an efficient, effective, coordinated, and sustainable way. The Technical Assistance should support PIU in successful implementation of the two Contracts for “Design and Construction of WWTP” and “Administration and Supervision of Construction of WWTP” in all the technical, administrative, financial, legal, environmental, and social management aspects.
The Technical Assistance should assist PIU during the Construction period and the two years of Extended Trial Operation Period of the WWTP, advising and training PIU in all the aspects related to its duties and responsibilities as Employer according to Yellow Book FIDIC Conditions of Contract 1st edition.
The site is located in the southeaster part of the City of Skopje in the settlement of Trubarevo (Municipality of “Gazi Baba”).
The TA Contract is expected to commence in Q4 2022, and its duration will be 5 years (60 months), in parallel with the “Contract for the Design and Construction of WWTP” and the contract of “Administration and Supervision of Construction of WWTP”, here below briefly described that are at the moment in the phase of Tender Evaluation and that will be both awarded by the end of 2022.
The contract will be procured under restricted procedure. The Prequalification Document shall be prepared following the Guide to Procurement for projects financed by European Investment Bank (EIB). The European Investment bank will monitor the compliance with the Guide to Procurement. EBRD’s standard Procurement Document for prequalification will be used. The contract will be modelled upon the EBRD Standard Form of Contract for Consultancy Services (lump-sum). Funds will be provided by grant financing by Western Balkan Investment Framework (WBIF).
The criteria for prequalification are as follows:
1. GENERAL EXPERIENCE: The annual turnover of the candidate for each of the last 3 financial years (2019, 2020, 2021) must be at least 1,000.000,00 EUR. The turnover value in currencies other than EUR, shall be presented in EUR based on the exchange rate set by the central/national bank of the applicant's country, as of 1st July of each year reported.
2. SPECIFIC EXPERIENCE: The applicant shall meet the following minimum criteria:
a) One (1) individual contract with the candidate’s proportion of the budget of at least 500.000 EUR (excluding VAT) each, completed within the fifteen (15) year period prior to the deadline for submission of the application, in any of these two fields:
• Technical Assistance to the Promoter during the phase of construction or reconstruction of a WWTP, with a capacity of at least 250,000 PE, governed by the FIDIC conditions of contract.
• Supervision or design of construction or reconstruction of a WWTP including activated-sludge process, with a capacity of at least 250,000 PE, governed by the FIDIC Yellow Book conditions of contract.
3. Specific Requirements with regard to JVCA: The JVCA must satisfy the following minimum qualification requirements:
a) The JVCA must satisfy collectively all the above-mentioned qualification criteria, for which purpose the relevant figures for each of the partners shall be added to arrive at the joint venture's total capacity.
b) Each partner shall meet not less than 20 (twenty) percent of all the qualifying criteria for the turnover and the availability of financial means as per the criteria specified under General Experience above.
The lead partner shall meet not less than 40 (forty) percent of all the qualifying criteria for the turnover and the availability of the financial means as per the criteria specified under General Experience above.
Each partner shall satisfy the requirements with regard to the non-performance history, specified above.
c) The lead partner of the JVCA shall have been participated in at least 1 project meeting the Specific Experience requirements defined under 22.1.2 above.
The prequalification of a JVCA does not mean that any of its partners individually, or as a partner in any other JVCA, are prequalified.
The original Application shall be submitted in hard copy. In addition to the original of the application, the applicant shall submit 3 (three) hard copies, and 1 (one) scanned electronic copy of the original in portable document format. Applicants submitting applications in hard copy shall enclose the original and copies of the applications in separate sealed envelopes. The envelopes shall be duly marked as “ORIGINAL” and “COPY”. These envelopes shall then be enclosed in one single package.
