Each candidate who is a natural person, and each natural person engaged in providing the services concerned must have attained the following minimal level of technical and professional capacity:
— level of education which corresponds to completed university studies of at least 3 years, attested to by a Lithuanian Bachelor's degree in Lithuanian law or equivalent, which makes him/her legally qualified.
Or
— level of education which corresponds to completed university studies of at least 3 years, attested to by a Lithuanian Bachelor's degree in Lithuanian language philology, foreign language (respectively English, French, German, Spanish, Italian or Polish, according to the purchase lot) or translation and level of education which corresponds to completed university studies of at least 2 years, attested to by a Lithuanian Master's degree in law;
Or
(purchase lot concerning translation from French):
— level of education which corresponds to completed university studies of at least 3 years, attested to by a Bachelor's degree in French language philology or translation (from French) and professional experience in the field of legal translations from French to Lithuanian.
Or
(for the lots regarding translation from Spanish, Italian and Polish):
— have a level of education which corresponds to completed university studies of at least 3 years attested to by a degree in any discipline and at least 2 years' professional experience as a translator of legal texts respectively from Spanish, Italian or Polish (according to the lot) to Lithuanian.
And (for all lots):
— have a perfect command of Lithuanian,
— have a thorough knowledge of the source language (see the corresponding lot),
— legal education of a university level shall be considered an asset.
Information and formalities necessary for evaluating if the requirements are met:
— copy of the university diploma evidencing the required legal training;
— copy of the university diploma (in order to prove university education in another field),
— information about how a perfect command of Lithuanian was developed,
— copy of a diploma or any other declaration, proving thorough knowledge of the source language,
— where appropriate, copies of supporting documents (e.g. contracts, certificates, financial documents) on professional experience in the translation of legal texts per respective lot,
— where appropriate, documents justifying the fulfilment of the additional selection criteria regarding the lot related to translation from English (Article 164(3) of the Financial Regulation),
— detailed CV.
