In light of the Covid-19 situation, Europol may decide to:

(i) postpone the opening session (taking into account the validity of the offers); and/or

(ii) organise an opening session via video conference.

Within 3 years following the signature of the framework contract resulting from the current call for tenders, Europol may use the negotiated procedure under point 11.1.e of Annex 1 to FR to procure new services from the contractor up to a maximum of 50 % of the initial framework contract ceiling. These services will consist in the repetition of similar services entrusted to the contractor and will be awarded under the following conditions: if Europol’s need for learning and development services will increase in comparison with the estimation made before the start of the procurement procedure.

The increase may not exceed 50 % of the initial estimated value of the framework contract.
