New Social Care System for Adults Health and Care
Hampshire County Council is seeking to procure a contract for an adult’s social care case management IT solution to be hosted by the supplier or its subcontractor.
Any contract awarded as a result of this procurement process will be for an enterprise-wide licenced, managed, hosted Adult’s Social Care IT solution with associated services and on-going maintenance and support services.
The Council is conducting the procurement using an open procedure in accordance with Regulation 27 of the Public Contracts Regulations 2015.
Providers interested in tendering for the new social care system for adults health and care will need to register with In-Tend as detailed in Section VI.3) in order to view and access the procurement documentation.
As part of The Authority’s social care and digital strategic direction, Adults’ Health and Care (AHC) is seeking the provision of necessary assets required to deliver an adults social care case management solution which, as well as meeting core requirements, is capable of flexibility and expansion over the life of the contract. The Authority is agreeable to the supplier using subcontractors in the delivery of its solution. The requirements (‘Solution’) include, but are not limited to:
— software: to include any application software, third-party software and/or reporting tools required to operate the Solutions effectively,
— system hosting,
— specification of necessary IT architecture and hosting to support the solutions,
— support for implementation including project planning, technical and business configuration, integration, data migration and training,
— provision of documentation and manuals for training and disaster recovery,
— on-going support and maintenance services — to include application software support (inclusive of upgrades, patches and bug fixes) and support for any third-party software required to exploit fully the functionality of the solution.
There is the option to extend for 3 further 3 year periods at the end of the initial 6 year period. This would mean a total maximum contract duration of 15 years.
Over the lifetime of the contract, it is anticipated that there will be opportunities to further enhance the system above the changes offered as part of the regular support and maintenance level. The published contract value includes any and all such changes and enhancements and are, therefore, included as part of the total published envelope.
