Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Die anordnungsgegenständlichen Leistungen sind in ihrem Zusammenwirken untrennbar mit den Hauptvertragsleistungen verbunden; der bauftragte AN pflegt hauptvertraglich geschuldet den STP, und nur dieser kann somit die Daten immer aktuell halten und neue Informationen schnell genug einfließen lassen. Da es kaum Puffer bei der Entsorgungskapazität gibt, ist eine genaue Massenprognose das einzige Instrument, um die Entsorgung verlässlich sicherstellen zu können. Zusätzlich wird die Fehleranfälligkeit durch manuelle Berechnungen unterbunden. Falls der Mechanismus versagt bzw. die Prognose fehlerhaft wäre, würde dies direkt den Steuerungsterminplan im Projekt beeinflussen und weitere Terminschienen gefährden.
