Contract description
Four funding agencies have agreed to work together with Lusaka Water and Sewerage Company (LWSC) to develop and implement the Lusaka Sanitation Program (the LSP). The LSP has a total budget of USD 303.5m and is divided into 2 phases: the Lusaka Wastewater Project financed by the EIB and KfW, and the Lusaka Sanitation Project, funded through the World Bank and AfDB. The main components of the program are i) Sewerage and wastewater treatment improvements, ii) On-site sanitation and iii) Institutional strengthening.
The purpose of the TA operation is to assist LWSC to achieve the overall LSP objective and to deliver the four projects in an efficient, effective, coordinated and sustainable way.
The Consultant will be responsible for delivering the following results:
• Project management systems and procedures are developed and used and to be responsible for the final Project Implementation Manual (PIM).
• Overall monitoring of LSP implementation, including all regular reporting, risk management and supervision of supervisors.
• Overall planning and optimum scheduling of the works throughout the LSP and within each project and contract, including full responsibility for regular and timely updating of the master programme.
• Managing and coordinating liaison with third parties such as other services, including the timely granting of permits and permissions.
• Systematic and formal co-ordination of all project activities with projects currently carried out in Lusaka, Lusaka City Council, and other agencies, institutions etc.
• Contract management and contract administration of all contracts within the LSP, subject to final decisions by LWSC as the Employer or Client under the contracts.
• Provision of advice on the optimal procurement arrangements and production of procurement documentation.
• Provision of effective capacity building advice and interventions on project management to the PMU and the wider LWSC to secure LWSC’s capacity to deliver further projects in future.
Further, the Consultant will be responsible for ensuring that LWSC can have the Project Management Unit in place and operative, can manage permitting and procurement issues, can implement the Environmental and Social Management Plan and deliver the LSP in accordance with all relevant laws, regulations and guidelines, and can implement capacity building interventions on project management by the PMU and the LWSC.
The expert team should be composed of a Team Leader, a Programme Management Expert and a Procurement & Contracts Specialist; they will be supported by short term specialist in sanitation, wastewater treatment, capacity building, environment and social impacts, economic and financial aspects of large investment project, urban planner, and various other engineering specialities according to needs,
The LSP will be delivered over a period of 5 years from 2016 to 2020.
