As part of its communication strategy, the European Investment Bank Group (EIB Group) is seeking to outsource certain media monitoring services based on print media, TV, radio, and online media. With a view to streamlining and upgrading these services, the EIB Group will contract with a service provider able to monitor print, broadcast and online media published in all EU Member States and in a set of non-member countries.
In this framework, the EIB Group is seeking a single service provider, able to provide the following services:
service 1 — provision of a dedicated online news portal and content;
service 2 — EIB Group in the press core coverage;
service 3 — additional media monitoring services;
service 4 — advisory services in copyright management.
NB: in order to take part in this call for tender, interested candidates should request the complete tender specifications from the EIB beforehand. The criteria set out in the specifications should be taken into account when drawing up tenders.

Information and formalities necessary for evaluating if requirements are met:
The tenderers shall provide a declaration on their honour (see Annex 5a), duly signed and dated by an authorised representative, stating that they are not in one of the situations of exclusion listed in Annex 5a. In the case of a joint tender, the declaration on the honour shall be provided by all the members of the group. The successful tenderer shall provide the documents mentioned as supporting evidence in Annex 5a before signature of the contract and within a deadline given by the client. The successful tenderer shall provide the following evidence upon request and within the time limit set by the client.
For situations described in (a), (b) and (e) of Annex 5a, production of a recent extract from the judicial record is required or, failing that, a recent equivalent document issued by a judicial or administrative authority in the country of origin or provenance showing that those requirements are satisfied. Where the tenderer is a legal person and the national legislation of the country in which the tenderer is established does not allow the provision of such documents for legal persons, the documents should be provided for natural persons, such as the company directors or any person with powers of representation, decision-making or control in relation to the tenderer.
For the situation described in point (d) of Annex 5a, recent certificates or letters issued by the competent authorities of the State concerned are required. These documents must provide evidence covering all taxes and social security contributions for which the tenderer is liable, including for example, VAT, income tax (natural persons only), company tax (legal persons only) and social security contributions.
For any of the situations (a), (b), (d) or (e) of Annex 5a, where any document described in the 2 paragraphs above is not issued in the country concerned, it may be replaced by a sworn or, failing that, a solemn statement made by the interested party before a judicial or administrative authority, a notary or a qualified professional body in his country of origin or provenance.
III.2.2)Economic and financial capacity:

For all lots:
Assessment of the tenderer's financial and economic capacity to carry out the services covered by this call for tenders will be based on the provision of the following documents:
— proof of professional indemnity insurance,
— balance sheets or extracts from balance sheets of the last 3 years for which accounts have been closed, where publication of the balance sheet is required under the company law of the country in which the economic operator is established,
— a statement of overall turnover during the last 3 financial years with: an indication of the turnover related to services similar to the services covered by this call for tenders.
Tenderers must have the economic and financial capacity to perform the contract, assessed on the basis of the following criteria:
— generation of an overall operating profit over the last 3 financial years (for the sake of clarity, it is not necessary to have made an operating profit in each of the last 3 years as long as the total amount over the 3 years is positive),
— overall positive cash flow from operating activities over the last 3 financial years (for the sake of clarity, it is not necessary to have had a positive cash flow in each of the last 3 years as long as the total cash flow over the 3 years is positive),
— at least 30 000 000 EUR of overall turnover during the last 3 financial years.
III.2.3)Technical capacity:
The applicant has to comply at least with the following criteria:

Minimum level(s) of standards possibly required:
1.1. Technical capacity:
Technical capacity of the tenderers to carry out the services covered by this call for tenders will be assessed on the provision of the following evidence:
i. Monitoring experience:
— tenderers should demonstrate extensive experience in providing the type of services requested in this tender by providing at least 3 examples of media monitoring services produced for 3 different clients of similar size and similar fields of operations as the client in the last 3 years. Tenderers should indicate for each of the 3 examples:
• the duration of the monitoring service,
• the type and frequency of output provided (paper and digital),
• the type(s) of media covered,
• the amount of sources monitored (if possible the list of sources should be provided),
• the countries covered,
• the languages covered,
• the methodology, infrastructure, and tools used,
• the price range of each of the monitoring services related to the examples provided,
• whether these services were performed in part by subcontractors or as part of a consortium. If so, tenderers must clearly indicate their own role and contribution,
• full contact details for the manager responsible within the client organisation;
— tenderers should supply a statement that they have at least 3 years of experience with international daily media monitoring operations in at least 15 different countries, 10 different languages, and covering more than 200 media sources,
— in addition, tenderers should provide, for information purposes, a list of the principal services provided in the past 3 years in the field of media monitoring;
ii. Minimum capacity:
— tenderers should demonstrate that they have a Web-based platform (owned, hosted, maintained and managed themselves), accessible 24 hours and with traffic to 3 000 users simultaneously and capable of interfacing with other platforms;
iii. Copyrights:
— the service provider shall also guarantee that he has obtained or will obtain, prior to providing the services, the rights and authorisations to upload into the client's media monitoring system and/or to send by all means of telecommunication to the client 1 copy of the clippings and/or clips from the audiovisual media.
1.2. Human resources and infrastructure:
Tenderers should provide:
— a statement of the global average annual manpower and the number of managerial staff of the tenderer over the last 3 years,
— a detailed description of the infrastructure and technical resources available for the performance of the work required (such as equipment, premises, computer hardware and software).
The minimum manpower should be 300 FTE (full-time equivalent).
